\nEsta es una reciente medida cautelar de la CIDH a favor de los Pueblos amaz\u00f3nicos de la Cuenca del R\u00edo Xing\u00fa, cuya superviviencia se ve en peligro por la construcci\u00f3n de la Represa Hidroel\u00e9ctrica Belo Monte, sobre tierras donde habitan pueblos ind\u00edgenas en aislamiento voluntario.<\/p>\n

Recientemente, el 1\u00ba de Abril de 2011, la CIDH suspendi\u00f3 la construcci\u00f3n de la tercera represa m\u00e1s grande del mundo, proyectada en Brasil. Se trata de la Represa Hidroel\u00e9ctrica Belo Monte, que implica la destrucci\u00f3n e inundaci\u00f3n de 1500 km2 de tierras, conllevando la destrucci\u00f3n de la flora y la fauna de los que los pobladores ind\u00edgenas dependen para su subsistencia, el desplazamiento de m\u00e1s de 20.000 ind\u00edgenas desde sus territorios, y la inmigraci\u00f3n de 100.000 personas que constituye una amenaza para los pueblos en aislamiento voluntario, por la introducci\u00f3n de enfermedades y epidemias.<\/p>\n

El caso fue presentado ante la Corte Interamericana de Derechos Humanos en el a\u00f1o 2010, por una coalici\u00f3n de organizaciones de la sociedad civil, y en nombre de 20.000 personas de los Pueblos Ind\u00edgenas de la Cuenca del R\u00edo Xing\u00fa, en el estado de Par\u00e1, que al verse afectadas por el proyecto perder\u00edan sus tierras de cultivo y los territorios donde habitan.<\/p>\n

La CIDH sostuvo que la obra pone en peligro la vida de las comunidades, incluyendo algunas en aislamiento voluntario, e inst\u00f3 al Estado de Brasil a suspender la obra en el plazo de 15 d\u00edas, y cumplir con 4 condiciones m\u00ednimas antes de cualquier actividad relacionada a la represa:<\/p>\n

  1. Consulta previa, libre e informada<\/strong>, y culturalmente adecuada, con cada una de las comunidades afectadas y con el objetivo de llegar a un acuerdo.<\/li>\n
  2. Garantizar el acceso de las comunidades a los Estudios de Impacto Ambiental y Social del proyecto en formato accesible y en idioma ind\u00edgena, previamente a las Consultas.<\/li>\n
  3. Proteger la vida de las comunidades en aislamiento voluntario y su existencia colectiva como tales, as\u00ed como para prevenir la diseminaci\u00f3n de epidemias y enfermedades.<\/li>\n<\/ol>\n

    De este modo, la CIDH respalda el derecho a la Consulta y al Consentimiento, previos e informados. El Ministro de Asuntos Exteriores de Brasil respondi\u00f3 a la Comisi\u00f3n manifestando que las autoridades se han quedado \u201cperplejas\u201d ante estas \u201cinjustificadas\u201d peticiones. Las comunidades ind\u00edgenas aseguran que mantendr\u00e1n su resistencia contra el complejo Belo Monte.<\/p>\n
