\nDurante la colonia espa\u00f1ola, los territorios ind\u00edgenas de Bolivia fueron repartidos a trav\u00e9s de las encomiendas, y los ind\u00edgenas fueron empleados como mano de obra para la extracci\u00f3n de minerales.<\/p>\n
Posteriormente, con la conformaci\u00f3n de la Rep\u00fablica de Bolivia en el siglo XIX, el estado continu\u00f3 excluyendo a los ind\u00edgenas -pese a ser mayor\u00eda-, y los ubic\u00f3 como arrendatarios en sus propios territorios. A inicios del Siglo XX, el boom del Caucho atrajo a cientos de colonos que ocuparon territorios ind\u00edgenas amaz\u00f3nicos de los actuales departamentos de Beni, Pando y Santa Cruz, constituy\u00e9ndose en poderosos latifundios. Cuando en 1952, el Movimiento Nacional Revolucionario realiz\u00f3 la reforma agraria, esos latifundios fueron preservados por considerarse a los ind\u00edgenas del Oriente como \u201cselv\u00edcolas en estado salvaje\u201d, carentes de derechos. No obstante, implic\u00f3 la titulaci\u00f3n de tierras a los Pueblos Ind\u00edgenas Andinos.<\/p>\n
A fines de los 70, la Central \u00danica de Trabajadores de Bolivia propuso una nueva reforma agraria. Paralelamente, los Chiquitanos, Ayoreos, Guarayos y Guaran\u00edes comenzaron a organizarse en la Confederaci\u00f3n de Pueblos Ind\u00edgenas de Bolivia (CIDOB). En 1984, se aprob\u00f3 el Proyecto de Ley Agraria Fundamental que reivindic\u00f3 la autogesti\u00f3n de las tierras ind\u00edgenas. Sin embargo, en la Amazon\u00eda Boliviana las empresas y traficantes de madera continuaron ocupando territorios ind\u00edgenas, y se continu\u00f3 consolidando una elite agroindustrial, comercial, y de explotaci\u00f3n de gas natural. Ante ello, en 1990 los Chimanes, Sirion\u00f3s y Moxe\u00f1os del Oriente Boliviano, realizaron la Primer Marcha Ind\u00edgena por el Territorio y la Dignidad, en la que las familias recorrieron m\u00e1s de 600 km hasta La Paz, y lograron que el gobierno de Paz Zamora (1989 \u2013 1993), emitiera cuatro Decretos Supremos reconociendo cuatro territorios ind\u00edgenas [1].<\/p>\n

El avance del acaparamiento de los latifundios en las tierras bajas, condujo a una crisis estatal en 1992, en la cual se intervino el Consejo Nacional de la Reforma Agraria. En 1994, la reforma de la Constituci\u00f3n Nacional incorpor\u00f3 la categor\u00eda de Tierras Comunitarias de Origen (TCOs)<\/strong> como tierras colectivas a favor de los Pueblos Ind\u00edgenas. Dos a\u00f1os despu\u00e9s en Octubre de 1996 se sancion\u00f3 la Ley 1715 o Ley del Instituto Nacional de Reforma Agraria (INRA)[2], que regula la figura de los TCO y abri\u00f3 la posibilidad de titular tierras favor de los ind\u00edgenas de tierras bajas. Posteriormente, la Ley de Participaci\u00f3n Popular y la Ley Municipal incluyeron la categor\u00eda de Municipios Ind\u00edgenas<\/strong>, como figura de autonom\u00eda ind\u00edgena integrante del ordenamiento territorial y administrativo del pa\u00eds.<\/p>\n Desde la sanci\u00f3n de la Ley INRA en 1996, en la siguiente d\u00e9cada se titularon s\u00f3lo 30.000 has para 3 comunidades. Desde la llegada de Evo Morales a la presidencia en el a\u00f1o 2005, se titularon en dos a\u00f1os, 1 mill\u00f3n de has para 100 comunidades (75% en Pando). En el a\u00f1o 2009, la nueva Constituci\u00f3n Nacional reconoci\u00f3 plenamente la figura de los Territorios, que pasan de llamarse Tierras Comunitarias de Origen a Territorios Ind\u00edgenas Originarios Campesinos (TIOCs); y el derecho a la Autonom\u00eda Ind\u00edgena Originaria Campesina (AIOC),<\/strong> a una cuota de parlamentarios ind\u00edgenas, y a un sistema judicial ind\u00edgena campesino de igual nivel a la justicia ordinaria.
