En agosto de 2009, el Ministerio de Autonom\u00eda promulg\u00f3 el Decreto Supremo N\u00ba 231 que reglamenta la disposici\u00f3n final tercera de la Ley N\u00ba 4021 del R\u00e9gimen Electoral Transitorio, y se\u00f1ala que los municipios que decidan convertirse en autonom\u00eda ind\u00edgena deb\u00edan realizar una consulta (refer\u00e9ndum) en las elecciones del 6 de diciembre de 2009. De este modo, se abri\u00f3 la V\u00eda Municipal de la AIOC.<\/p>\n

En aquel a\u00f1o, 18 municipios iniciaron su conversi\u00f3n a AIOC. De \u00e9stos, doce fueron habilitados por refer\u00e9ndum el 6 de diciembre de 2009. S\u00f3lo qued\u00f3 afuera Curahuara de Carangas en donde la poblaci\u00f3n no estuvo de acuerdo en convertirse a AIOC. Las otras once solicitudes fueron avaladas por refer\u00e9ndum, para su conversi\u00f3n a AIOC:
\u2022 Mojocoya y Tarabuco (Chuquisaca);
\u2022 Charazani y Jes\u00fas de Machaca (La Paz);
\u2022 Salinas de Garci Mendoza, Pampa Aullagas, Chipaya y Totora (Oruro);
\u2022 Chayanta (Potos\u00ed)
\u2022 Dos en tierras bajas: Huacaya (Chuquisaca) y Charagua (Santa Cruz), ambos guaran\u00edes[1].<\/p>\n

Estos 11 municipios tienen autoridades municipales transitorias desde el 4 de abril de 2010, que dejar\u00e1n sus funciones luego de estructurar su gobierno local ind\u00edgena y los estatutos org\u00e1nicos de la AIOC mediante usos y costumbres (Art. 28 del Reglamento de las Elecciones del 4 de abril)[2].<\/p>\n
