La Tierra Comunitaria de Origen (TCO) de Lomer\u00edo, se corresponde en un 90% con el Municipio de San Antonio de Lomer\u00edo. Por ello, tan pronto se promulg\u00f3 la Ley de Autonom\u00edas, el Estado propuso que esta TCO fuera una experiencia piloto para implementar la Autonom\u00eda Ind\u00edgena por la V\u00eda Municipal. Sin embargo, las Comunidades prefieren la V\u00eda Territorial, y caminan hacia la Autonom\u00eda considerando al territorio como la base de un Gobierno Propio.<\/strong><\/p>\n

Informaci\u00f3n General<\/strong>
El Municipio de San Antonio de Lomer\u00edo est\u00e1 ubicado en la Chiquitan\u00eda, al noreste del Departamento de Santa Cruz. En el municipio hay 6440 habitantes, entre quienes el 89% es miembro del Pueblo Ind\u00edgena Chiquitano.
En 1996 los Chiquitanos iniciaron la demanda de 300.000 has que constituyen sus territorios ancestrales. Tras 10 a\u00f1os obtuvieron la titulaci\u00f3n de 259.188 has, que conforman la Tierra Comunitaria de Origen (TCO) de Lomer\u00edo, cuya capital es Puquio. Esta TCO se corresponde en un 90% con el Municipio mencionado. Como se puede ver en el mapa, la TCO sobrepasa los l\u00edmites del municipio, y adem\u00e1s existen en el municipio algunas propiedades particulares que no forman parte del territorio ind\u00edgena.<\/p>\n

La TCO de Lomer\u00edo est\u00e1 conformada por 28 Comunidades Chiquitanas. Cada comunidad es una Organizaci\u00f3n Territorial de Base (OTB), que tiene una Asamblea Comunal, y puede tener una Directiva de OTB, Cabildo, y\/o Alcalde Comunal. Las 28 Comunidades se organizan en la Central Ind\u00edgena de Lomer\u00edo (CICOL) , cuya m\u00e1xima instancia representativa es la Asamblea General de las Comunidades.<\/p>\n

Las V\u00edas de la Autonom\u00eda<\/strong>
En Bolivia, existen dos v\u00edas para la Autonom\u00eda Ind\u00edgena: la territorial y la municipal [puedes leer m\u00e1s en esta Secci\u00f3n]. El Estado prioriza la segunda, es decir la transformaci\u00f3n de los actuales municipios en municipios ind\u00edgenas, y tan pronto promulg\u00f3 la Ley de Autonom\u00edas, propuso que Lomer\u00edo fuera una de las dos experiencias piloto del pa\u00eds para ver c\u00f3mo implementar la Autonom\u00eda Ind\u00edgena. Sin embargo, las Comunidades de la TCO Lomer\u00edo se opusieron ya que prefer\u00edan la otra opci\u00f3n se\u00f1alada por la Ley de Autonom\u00edas, la V\u00eda Territorial, la que permite que sea la propia TCO la que adquiera esa autonom\u00eda. As\u00ed lo expresa el Alcalde de Lomer\u00edo, Miguel Garc\u00eda:<\/p>\n

\u201cQueremos que el alcalde trabaje con actuales leyes municipales, hasta que terminemos nuestro Estatuto para tomar la Autonom\u00eda Territorial\u201d<\/strong>

Dada la coincidencia en un 90% de la jurisdicci\u00f3n del Municipio con la TCO, y dado que el Alcalde de Lomer\u00edo es tambi\u00e9n chiquitano (por primera vez Lomer\u00edo tiene un alcalde ind\u00edgena que representa al pueblo Chiquitano), la CICOL y el Municipio desarrollan acciones conjuntas. La CICOL se conduce como organizaci\u00f3n pol\u00edtica de la TCO, y el Municipio se mantiene como \u00f3rgano de gobierno. Desde el 2003, existe un Comit\u00e9 de Coordinaci\u00f3n de Gesti\u00f3n Territorial Ind\u00edgena (CGTI), en el que participan la CICOL y el Municipio planificando programas y proyectos a favor de las comunidades. Sin embargo, existen ciertas diferencias, dado que el Municipio se basa en un Plan de Desarrollo Municipal, y la CICOL tiene su propio Plan de Gesti\u00f3n Territorial Ind\u00edgena.<\/p>\n

El 29 de Marzo de 2008, la Asamblea General de Comunidades, declaro a la TCO Lomer\u00edo como el primer Territorio Ind\u00edgena Aut\u00f3nomo de Bolivia . En s\u00edntesis, como dice Miguel Ipamo, Alcalde de Lomer\u00edo, los Chiquitanos caminan hacia la Autonom\u00eda por la V\u00eda Territorial, considerando al territorio como la base de un Gobierno Propio y Aut\u00f3nomo.
Desde el 2010, ex dirigentes y t\u00e9cnicos de la CICOL, llegaron democr\u00e1ticamente a la conducci\u00f3n del Gobierno Municipal, por lo que se inici\u00f3 una nueva etapa en la relaci\u00f3n Municipio \u2013 CICOL, con las siguientes caracter\u00edsticas:<\/p>\n

\u2022 Las comunidades eligen sus propias prioridades y realizan una Planificaci\u00f3n Comunal que forma parte del Plan Municipal.
\u2022 La CICOL establece l\u00edneas de acci\u00f3n que forman parte del Plan Municipal, como el control territorial y el fortalecimiento organizativo; y establece convenios de trabajo con el Gobierno Municipal.
\u2022 Se ampl\u00eda la participaci\u00f3n en el Comit\u00e9 de Coordinaci\u00f3n de Gesti\u00f3n Territorial Ind\u00edgena, que desde entonces est\u00e1 conformado por un Concejal y un t\u00e9cnico del gobierno municipal, y un dirigente y un t\u00e9cnico de la CICOL.
\u2022 La CICOL trabaja en una propuesta de Estatuto Auton\u00f3mico para la autonom\u00eda ind\u00edgena. En este proceso, se debate si continuar con dos instancias de administraci\u00f3n (CICOL y Gobierno aut\u00f3nomo, sea municipal o ind\u00edgena), o si tomar la opci\u00f3n de unificarlos en un solo \u00f3rgano de gobierno.
\u2022 Ambas instituciones trabajan en una Propuesta Estrat\u00e9gica de desarrollo econ\u00f3mico y productivo, en el que se unifiquen el Plan de Desarrollo Municipal (PDM) y el Plan de Gesti\u00f3n Territorial Ind\u00edgena. Las cooperativas forestales y mineras son dos opciones claves de esta propuesta.<\/p>\n

Gesti\u00f3n Comunitaria de Actividades Productivas Forestal y Minera<\/h2>\n

Los pueblos ind\u00edgenas siempre hemos cuidado los territorios y los recursos naturales. Por eso, nos corresponde administrarlos un d\u00eda.\u00bb

La econom\u00eda familiar en la TCO de Lomer\u00edo se basa principalmente en la agricultura, la ganader\u00eda bovina y las artesan\u00edas . Pero desde 1988, la CICOL incursiona en la gesti\u00f3n comunitaria de la actividad forestal. Al principio, lo hizo por medio de peque\u00f1os planes de manejo comunal, y luego mediante concesiones forestales intercomunales, que en 1990 alcanzaron a 130.000 has. La miner\u00eda tambi\u00e9n es un proyecto de gesti\u00f3n comunitaria a futuro, ya que en la TCO existen minerales como w\u00f3lfram, cuarzo, mica y caol\u00edn. Tradicionalmente la CICOL se opon\u00eda a esta actividad, dados los conflictos por concesiones mineras a particulares, que hab\u00eda otorgado el Estado. La CICOL ha impedido el ingreso de esas empresas, y actualmente est\u00e1 apoyando la conformaci\u00f3n de una Cooperativa Minera, que mediante la explotaci\u00f3n de los recursos minerales, brinde fondos para el desarrollo del Pueblo Chiquitano de Lomer\u00edo.<\/p>\n
