Monte Verde es un territorio ind\u00edgena cuya superficie es tan grande que es mayor que la de Puerto Rico y casi tan grande como otro pa\u00eds, Jamaica. La mayor\u00eda de las comunidades est\u00e1n concentradas en el sur del territorio, quedando grandes extensiones sin asentamientos humanos, lo que hace que Monte Verde, que est\u00e1 casi todo cubierto por bosques, sea especialmente vulnerable a las invasiones de colonos, ganaderos, maderos y traficantes de tierra. Los Chiquitanos, due\u00f1os de este territorio, se est\u00e1n organizando para controlar y proteger su territorio, que incluye tambi\u00e9n un plan de asentamientos.<\/em><\/strong><\/p>\n

Informaci\u00f3n General<\/strong><\/p>\n

La Tierra Comunitaria de Origen (TCO) Monteverde, est\u00e1 ubicada en el Departamento de Santa Cruz, en la Provincia \u00d1uflo de Ch\u00e1vez, 400 kil\u00f3metros al Noroeste de la ciudad de Santa Cruz de la Sierra.
Su territorio es de 947.440 hect\u00e1reas , superficie mayor a la de Puerto Rico, y casi tan grande como Jamaica. Adem\u00e1s de ser una de las TCO m\u00e1s grandes de Bolivia, tiene un gran valor forestal, ya que casi en su totalidad, est\u00e1 cubierta de bosques.<\/p>\n

Este vasto territorio abarca parte de la jurisdicci\u00f3n de tres municipios: Concepci\u00f3n, San Javier y Guarayos.<\/p>\n

En la TCO Monte Verde residen 128 comunidades, con aproximadamente 10.000 habitantes. Como puede observarse en el siguiente mapa, las comunidades Chiquitanas se concentran en el Sur de la TCO, e incluso algunas est\u00e1n fuera del mismo.<\/p>\n

A esta complejidad dada por la enorme superficie territorial, el gran valor que tiene un bosque biodiverso y extenso y el hecho de haya areas casi deshabitadas por la concentraci\u00f3n de las comunidades en un solo sector, se agrega que la TCO est\u00e1 titulada a nombre de tres organizaciones ind\u00edgenas Chiquitanas (Concepci\u00f3n, San Javier y Lomer\u00edo) que est\u00e1n todas fuera del Territorio Monte Verde.<\/p>\n

Las Amenazas de Ocupaci\u00f3n por parte de terceros<\/h3>\n

Cuando en 1994 las tres Centrales Chiquitanas iniciaron la demanda para recuperar sus territorios, eran constantes las invasiones y agresiones de terceros no ind\u00edgenas, colonos, madereros, ganaderos y traficantes de tierra. Para frenar su ingreso, en 1998 los ind\u00edgenas crearon Puestos de Control en los caminos, conocidos como \u201ctrancas\u201d e iniciaron el trabajo de mensura de sus tierras.
En el 2006, y tras 12 a\u00f1os de lucha, las Centrales Ind\u00edgenas lograron la titulaci\u00f3n de pr\u00e1cticamente todo el territorio demandado, por lo que son considerados un s\u00edmbolo de reivindicaci\u00f3n y control social de sus territorios.<\/p>\n

\nActualmente la Organizacion Indigena Chiquitana (OICH) se encuentra elaborando un estudio sobre las Amenazas a la Gobernanza Territorial (con apoyo de CEJIS). Los resultados preliminares indican que:<\/p>\n

\nEn la Zona Sur la colindancia con propiedades privadas genera permanentes conflictos, como la quema de bosques a gran escala para habilitar tierras para ganader\u00eda y agricultura en forma ilegal.<\/p>\n

* En el Norte, se producen ingresos y ocupaciones territoriales por parte de colonos de tierras altas en busca de tierras, y de empresas forestales<\/p>\n

\nSe han identificado asentamientos ilegales, extracci\u00f3n ilegal de madera, ventas de tierras, y producci\u00f3n de sustancias controladas. La Miner\u00eda es la mayor amenaza al Territorio de monte Verde, por su impacto ambiental y por los conflictos que ocasiona entre comunidades, organizaciones y dirigentes. <\/p>\n

La reapropiaci\u00f3n del territorio es un proceso en marcha, que actualmente requiere de la elaboraci\u00f3n de estrategias de defensa para frenar la actividad minera, las invasiones, el narcotr\u00e1fico y abordar la Gobernanza Territorial. El Control Social y la planificaci\u00f3n de asentamientos ind\u00edgenas en la extensi\u00f3n del territorio, son dos de las claves de esa defensa.<\/p>\n
