Qu\u00e9 es una ETI?<\/strong><\/p>\n

En sus disposiciones sobre organizaci\u00f3n territorial, la Constituci\u00f3n Nacional de Colombia de 1991 define como Entidades Territoriales a los departamentos, distritos, municipios y territorios ind\u00edgenas (Art. 286); que gozan de autonom\u00eda para la gesti\u00f3n de sus intereses; y dentro de los l\u00edmites de la constituci\u00f3n tienen derecho a administrar los recursos y establecer los tributos necesarios para el cumplimiento de sus funciones (Art. 287).<\/p>\n

El Art\u00edculo 329 indica que las Entidades Territoriales Ind\u00edgenas (ETIs) se conformar\u00e1n seg\u00fan lo dispuesto en la Ley Org\u00e1nica de Ordenamiento Territorial (LOOT), y ser\u00e1n delimitadas por el Gobierno Nacional, con participaci\u00f3n de representantes ind\u00edgenas, previo concepto de la Comisi\u00f3n de Ordenamiento Territorial.<\/p>\n

Sin embargo, veinte a\u00f1os despu\u00e9s de la Constituci\u00f3n la LOOT no ha sido sancionada. Por ende, en la pr\u00e1ctica, las ETIs no han sido reglamentadas.<\/p>\n
