El Cabildo Ind\u00edgena Mayor de Tarapac\u00e1 (CIMTAR) es una de las pocas organizaciones ind\u00edgenas que administra la Educaci\u00f3n en su territorio: en la Amazon\u00eda colombiana, la educaci\u00f3n estaba en manos de la Iglesia Cat\u00f3lica, pero a partir de una demanda a la Corte Constitucional, desde el 2002, CIMTAR logra que la Gobernaci\u00f3n del Departamento Amazonas la contrate para brindar ese servicio, transfiri\u00e9ndole los recursos para contratar maestros ind\u00edgenas y contar con una curr\u00edcula adecuada a la realidad local.<\/strong><\/p>\n

Informaci\u00f3n General<\/strong>
Tarapac\u00e1 es un corregimiento que se ubica en el Departamento Amazonas, en el Sur de Colombia, al l\u00edmite con Ecuador. All\u00ed viven 3950 personas.<\/p>\n

Aproximadamente 1312 personas habitan en el Resguardo Cotuhe, que tiene un \u00e1rea de 245.227.0 has y se divide en 9 comunidades ubicadas entre los r\u00edos Cotuhe y Putumayo: Comunidad Ticuna, Pto. Huila, Ventura, Pto. Nuevo, Santa Lucia, Ca\u00f1as Bravas, Nueva Uni\u00f3n, Pupu\u00f1a, y Buenos Aires. La mayor\u00eda es miembro del Pueblo Ind\u00edgena Tikuna (90%), con una minor\u00eda de las etnias Uitoto, Bora y Ocaina.<\/p>\n

Cada comunidad tiene su Cabildo Ind\u00edgena, y entre los 9 conforman el Cabildo ind\u00edgena Mayor de Tarapac\u00e1 (CIMTAR), organizaci\u00f3n que representa a los ind\u00edgenas del resguardo. El CIMTAR tiene un comit\u00e9 ejecutivo compuesto por 5 autoridades de Salud, Educaci\u00f3n, Mujeres, Secretario General y Representante Legal. La m\u00e1xima autoridad es el Consejo de Ancianos, conformado por 9 ancianos y 9 curacas (representantes pol\u00edticos), uno por cada comunidad.<\/p>\n

En su experiencia de construcci\u00f3n de la Autonom\u00eda Ind\u00edgena, el CIMTAR ha avanzado especialmente en la Autonom\u00eda en Educaci\u00f3n.<\/p>\n

La Autonom\u00eda en Educaci\u00f3n<\/strong>
Desde la creaci\u00f3n de la Prefectura Apost\u00f3lica de Leticia en 1951, el Estado contrataba a la Iglesia Cat\u00f3lica para brindar educaci\u00f3n a los ni\u00f1os ind\u00edgenas de la Amazon\u00eda Colombiana. La educaci\u00f3n en manos de las misiones, promovi\u00f3 la castellanizaci\u00f3n, la evangelizaci\u00f3n, y el aprendizaje de contenidos curriculares descontextualizados, en detrimento de la cultura local.<\/p>\n

La organizaci\u00f3n ind\u00edgena interpuso un recurso jur\u00eddico, demandando el cese del contrato con la Iglesia, y reclamando su derecho a administrar la educaci\u00f3n. En el a\u00f1o 2002, la Gobernaci\u00f3n departamental contrat\u00f3 al CIMTAR quien, desde entonces, administra la Educaci\u00f3n en el resguardo.<\/p>\n

Reinaldo Tapuyima, delegado de Educaci\u00f3n del CIMTAR, relata el proceso de la siguiente manera:<\/strong><\/p>\n

\n

\u201cLa educaci\u00f3n la hemos pensado como una estrategia para educar al ni\u00f1o desde una nueva visi\u00f3n pol\u00edtico administrativa. Nuestra organizaci\u00f3n ya ven\u00eda asumiendo las competencias de educaci\u00f3n, y esto se formaliz\u00f3 de lleno mediante una demanda judicial al Estado para que cumplieran con la educaci\u00f3n, contrat\u00e1ndola con nosotros.\u201d<\/em><\/p>\n

\u201cLa Educaci\u00f3n es una funci\u00f3n constitucional de la Gobernaci\u00f3n del Amazonas. Si no puede prestar el servicio debe contratar, pero no puede dejar de dar educaci\u00f3n. Como el gobierno no pod\u00eda brindar educaci\u00f3n, ten\u00eda que contratar a otro, y ya estaba nuestra organizaci\u00f3n asumiendo esa responsabilidad.\u201d<\/em><\/p>\n

\u201cY le decimos al gobernador \u00bfqu\u00e9 es para usted \u2018escuela\u2019? \u00bfqu\u00e9 es para usted \u2018educaci\u00f3n\u2019?. Porque si para usted escuela o educaci\u00f3n es la infraestructura; nosotros le decimos como organizaci\u00f3n: – ll\u00e9vese sus tablas viejas.\u201d<\/em><\/p>\n

\u201cY si usted nos contesta que para usted educaci\u00f3n es un maestro, nosotros le respondemos: – ll\u00e9vese sus maestros.\u00bb<\/em><\/p>\n<\/blockquote>\n

Para administrar la Educaci\u00f3n, el CIMTAR realiz\u00f3 diversas actividades:<\/strong><\/p>\n

Creaci\u00f3n del Gobierno Escolar,<\/strong> conformado por el Director, un representante de CIMTAR, un representante de los Curacas (sabios o autoridades ancestrales), 2 representantes de las mujeres del resguardo, un representante de los docentes, y representantes de alumnos, exalumnos y padres de familia.<\/p>\n

Creaci\u00f3n y reconocimiento oficial de las Escuelas Comunitarias.<\/p>\n

Diagn\u00f3sticos educativos con las comunidades.<\/p>\n

Formaci\u00f3n de maestros ind\u00edgenas<\/strong>.<\/p>\n

Elaboraci\u00f3n de curr\u00edculos especialmente dise\u00f1ados para que cada proyecto escolar se adecuaci\u00f3n a la diversidad cultural local.<\/p>\n

El CIMTAR participa en la Mesa Permanente de Coordinaci\u00f3n Interadministrativa que desde el 2002 funciona como espacio de concertaci\u00f3n con la Gobernaci\u00f3n, en el que las organizaciones ind\u00edgenas del Departamento Amazonas coordinan con las autoridades p\u00fablicas, las acciones en Salud y Educaci\u00f3n que se desarrollar\u00e1n en los territorios ind\u00edgenas cada a\u00f1o. En esta Mesa tambi\u00e9n se definen en forma conjunta los presupuestos asignados.<\/p>\n

La Fundaci\u00f3n GAIA, que apoy\u00f3 este proceso en el marco del Programa Coama, destaca a la Mesa de Coordinaci\u00f3n como un ejemplo de convivencia y gobernabilidad para todo el pa\u00eds1.<\/p>\n

De esta manera, los ind\u00edgenas del resguardo Cotuhe de Tarapac\u00e1 construyeron, administran y gestionan un Sistema Educativo Propio, que fortalece su cultura y su derecho a Participar en las Pol\u00edticas P\u00fablicas, a la vez que ampli\u00f3 el acceso a la Educaci\u00f3n y redujo sus costos.<\/p>\n
