Para proteger su territorio ante la amenaza de las empresas mineras interesadas en extraer oro, los ind\u00edgenas de Yaigoj\u00e9 Apaporis optaron porque su territorio fuera un Area Protegida, negociando con el Estado colombiano una figura que les permita el Co-manejo del Area. Sin embargo, la empresa Minera Cosigo mantiene una autorizaci\u00f3n de Ingeominas para explorar la presencia de oro en su territorio. Los intereses de la empresa amenazan el territorio y los sitios sagrados de los ind\u00edgenas; y ante ello han surgido posiciones contrapuestas entre las organizaciones ind\u00edgenas.<\/p>\n

El conflicto con la Empresa Minera Cosigo<\/strong><\/p>\n Dos d\u00edas luego de la declaraci\u00f3n del territorio como Parque, el Instituto Colombiano de Geolog\u00eda y Miner\u00eda (Ingeominas) otorg\u00f3 a la empresa minera canadiense \u201cCosigo Resources Ltda.\u201d, un t\u00edtulo de autorizaci\u00f3n para explorar la presencia de minerales al interior del Parque. Hasta la actualidad, Ingeominas mantiene vigente esta y otras 36 autorizaciones de exploraci\u00f3n de minerales en territorio ind\u00edgena.<\/p>\n La empresa pretende buscar oro en el Parque z_index_tablet=\u00bb500″]<\/p>\n Posiciones contrapuestas: La postura de ACIYA y de ACITAVA<\/strong><\/p>\n En los \u00faltimos 3 a\u00f1os, m\u00e1s de 1200 ind\u00edgenas, representados por ACIYA, defienden su territorio de la empresa minera. Argumentan que por ley, la empresa no pueden realizar exploraciones en un Parque Nacional , y dan respaldo a la estrategia de ACIYA para convertir su territorio en un \u00c1rea Protegida.<\/p>\n No obstante, existe otra organizaci\u00f3n ind\u00edgena, la Asociaci\u00f3n de Capitanes Ind\u00edgenas de Taraira-Vaup\u00e9s (ACITAVA) , que no est\u00e1 de acuerdo con la figura de Parque Nacional, y est\u00e1 de acuerdo con la Miner\u00eda en el territorio. Actualmente, esta organizaci\u00f3n mantiene una solicitud de Acci\u00f3n de Tutela ante la Corte Constitucional para que sus territorios no sean \u00c1rea Protegida.<\/p>\n Los Capitanes Ind\u00edgenas de ACITAVA argumentan que:<\/strong> La Corte Constitucional de Colombia tiene la \u00faltima palabra. Yaigoj\u00e9 Apaporis es un territorio ind\u00edgena ubicado en los Departamentos Amazonas y Vaup\u00e9s en el coraz\u00f3n de la Amazon\u00eda Colombiana. En 1988 fue titulado como Resguardo Ind\u00edgena , con una superficie de 1.056.023 has.
Los titulares son 19 comunidades ind\u00edgenas de las etnias Makuna, Yakuna, Tanimuka, Matap\u00ed, Tatuyo, Tuyuca, Letuama, Cabiyari, Barasano, Yujup-mac\u00fa, Yauna y Bora Mira\u00f1a.
Se agrupan en la Organizacion ACIYA (Asociaci\u00f3n de Capitanes Ind\u00edgenas del Yaigoj\u00e9 Apaporis).<\/p>\n
Por la presencia de minerales de importancia comercial, como el oro, el territorio se ha visto amenazado constantemente por las industrias extractivas. En la b\u00fasqueda de una figura legal que los proteja de los intereses de las empresas mineras, ACIYA solicit\u00f3 al Estado Colombiano que declare a su territorio como Parque Nacional Natural. Dada la riqueza en biodiversidad, el Estado atendi\u00f3 la solicitud de ACIYA, y el 27 de Octubre de 2009, el territorio fue declarado Parque Nacional Yaigoje Apaporis . Este Parque se rige bajo una figura de co-manejo en que las comunidades ind\u00edgenas tienen derecho a mantener sus actividades tradicionales, y a participar en la toma de decisiones a trav\u00e9s de sus autoridades ind\u00edgenas, que act\u00faan conjuntamente con las autoridades de la Direcci\u00f3n de Parques Nacionales Naturales.<\/p>\n
\u2022 el fortalecimiento del \u201cSistema de Sitios Sagrados\u201d en base a los cuales los Ind\u00edgenas realizan el manejo de sus recursos naturales y territorio (Resoluci\u00f3n 2079 de 2009).<\/p>\n
\u2022 Se conserven sus pr\u00e1cticas de recolecci\u00f3n, caza y pesca.
\u2022 Se mantenga la competencia de sus Autoridades Tradicionales para tomar decisiones, colocando a la Asamblea de los Tradicionales como parte de la estructura administrativa del Parque .<\/p>\n
\u2022 Cuatro cerros que se consideran como los pilares del pensamiento ind\u00edgena: el Cerro Sagrado de Yupat\u00ed, el Cerro Chibiriquete en Araracuara, el Cerro La Estrella y la Serran\u00eda de la Libertad.<\/p>\n\n
\u2022 Sus comunidades no participaron en la Consulta Previa para ser declarados como Parque Nacional
\u2022 La aprobaci\u00f3n del Parque condiciona a las comunidades en la realizaci\u00f3n de sus actividades tradicionales ya que tienen que solicitar permisos para realizar sus actividades tradicionales como cazar y pescar.
