pol\u00edtica por la Corporaci\u00f3n Regional, CORPOURAB\u00c1), por el cual el Cabildo Mayor brinda la asistencia t\u00e9cnica a aquellas familias y comunidades que quieran hacer manejo y aprovechamiento del bosque y a trav\u00e9s de un Fondo Rotatorio financia la actividad, recuperando lo prestado al momento de la comercializaci\u00f3n. Tambi\u00e9n cambia la mirada sobre la necesidad de que sea el propio Cabildo quien transforme y comercialice la madera: se dan cuenta de las limitaciones de tener aserradero propio, especialmente porque no tienen forma de garantizar el flujo de madera que requiere un aserradero. El Cabildo entonces se asocia a una empresa, Madescol, que tiene experiencia en procesos de transformaci\u00f3n y mercadeo.<\/p>\n Actualmente, los Resguardos est\u00e1n enfocados en la Reforestaci\u00f3n Comercial, habiendo identificado para ello 3.000 has de su territorio colectivo para ello.<\/p>\n La Guardia Ind\u00edgena Ambiental y la Protecci\u00f3n del Bosque<\/strong><\/p>\n El Cabildo Mayor Ind\u00edgena de Chigorod\u00f3 ha conformado una Guardia Ind\u00edgena Ambiental. Se trata de un grupo de 12 j\u00f3venes a quienes se les ha capacitado con todas las herramientas t\u00e9cnicas para hacer control y vigilancia en el territorio. Estas guardias est\u00e1n conformadas por hombres y mujeres , que realizan recorridas por los territorios para vigilar el ingreso de colonos y grupos armados. Pero ahora sabemos que eso afecta los territorios, antes pens\u00e1bamos que eso era normal\u201d.<\/em> \u201cS\u00ed se han logrado salvar vidas, cuando se amenaza, el Cabildo Mayor pide apoyo a los cabildos locales y mujeres, se elige un vocero y se habla. A uno le tiemblan los pies por hacer esto. Hay personas que est\u00e1n con grupos armados, y lo que hacemos es buscar traer a esas personas. El Cabildo Mayor Ind\u00edgena de Chigorod\u00f3 ha tenido sucesivos proyectos, la mayor\u00eda con apoyo de organizaciones internacionales, en la b\u00fasqueda de alternativas econ\u00f3micas y productivas para su territorio.<\/p>\n
Hist\u00f3ricamente, como dijimos, Chigorod\u00f3 hab\u00eda sido una zona de explotaci\u00f3n maderera. A medida que esas especies iban escaseando, el precio de la madera se incrementaba y cada vez eran m\u00e1s los interesados en extraer madera: campesinos, colonos, los propios ind\u00edgenas, con enormes conflictos entre ellos.
Los intentos de frenar esta situaci\u00f3n siempre era resistida por los propios ind\u00edgenas, por la falta de alternativas: \u201c\u00bfY si no cortamos madera, que hacemos, de que vivimos?\u201d, dec\u00edan reiteradamente.
As\u00ed surge entonces la idea de hacer un manejo y aprovechamiento del bosque, con apoyo de varias organizaciones, USAID, WWF, entre otros. Sin embargo, la experiencia mostr\u00f3 ciertas limitaciones, especialmente econ\u00f3micas: quedaba poca madera de alto valor comercial en el bosque; era costoso sacar la madera por falta de v\u00edas de acceso; el mercado estaba dominado por intermediarios que pagaban poco.
Cuando el apoyo externo se termina, el Cabildo Mayor de Chigorod\u00f3 descubre la posibilidad \u201cde encontrar soluciones propias\u201d, y de \u201cempezar a vislumbrar los problemas reales\u201d, en palabras de Gustavo Rojas, quien ha sido asesor forestal del Cabildo a lo largo de estos a\u00f1os, y se empieza a delinear un modelo propio de aprovechamiento forestal.<\/p>\n\n
Pero poco a poco se va abandonando el aprovechamiento de los bosques nativos, al ser una actividad poco rentable, y m\u00e1s bien se inicia el aprovechamiento de los \u00e1rboles que est\u00e1n en las \u00e1reas bajo cultivos o en potreros.
M\u00e1s adelante, en un nuevo cambio de escenario, el Cabildo de Chigorod\u00f3 descubre el enorme potencial que tiene la reforestaci\u00f3n, ya que el trabajo en los viveros y las plantaciones provee a las comunidades de puestos de trabajo. Claro que para ello se requieren inversores.<\/p>\n
