\nEl Pueblo Aw\u00e1, dividido territorialmente por la frontera entre Ecuador y Colombia, ha reafirmado su posici\u00f3n pol\u00edtica y su Autonom\u00eda como Gran Familia ind\u00edgena Aw\u00e0. Est\u00e1 trabajando en estrategias de integraci\u00f3n, as\u00ed como en la defensa de sus territorios, para hacer frente a las situaciones de violencia producidas por los grupos armados (desplazamientos, asesinatos, masacres, campos minados y desaparecidos); y por la amenaza que representan los intereses de las empresas extractivas, y los cultivos il\u00edcitos en sus territorios. <\/p>\n

En Colombia, el ingreso de grupos armados y la presencia de cultivos il\u00edcitos ha venido generando desplazamientos forzados y muertes violentas que dificultan terriblemente la vida en comunidad.<\/p>\n Los Aw\u00e1 de Ecuador y Colombia comparten un acervo cultural y una visi\u00f3n del mundo, lo que les ha permitido iniciar, desde el 2006, una serie de acciones para la defensa de sus territorios ante estas m\u00faltiples amenazas que enfrentan.<\/p>\n <\/p>\n Ninguno de los actores armados es bienvenido en nuestro territorio porque a su paso dejan el desplazamiento, el dolor, la muerte de nuestros hermanos, as\u00ed como ofenden a nuestros esp\u00edritus y a la madre naturaleza, violentan nuestros sitios sagrados e imponen formas de vida que atentan contra nuestro ser Inkal Aw\u00e1.<\/em><\/p>\n Fragmento del Plan de Salvaguarda etnica del Pueblo Ind\u00edgena Awa<\/p>\n Para enfrentar las situaciones de violencia generadas por la presencia de grupos armados, la Unidad Ind\u00edgena del Pueblo Aw\u00e1 (UNIPA) desarroll\u00f3 una estrategia de autoprotecci\u00f3n: las Guardias Ind\u00edgenas. Gentileza Olivio Bisbicus.<\/p>\n El lema de la Guardia es \u201cAnte las armas, la palabra<\/strong>\u201d, y su misi\u00f3n es ejercer control territorial; proteger los derechos a la vida, integridad y libertad de las personas en sus territorios; y evitar el reclutamiento forzado de sus ni\u00f1os y j\u00f3venes por los grupos armados. En la pr\u00e1ctica, las comisiones de la Guardia Aw\u00e1 acompa\u00f1an a las comunidades en la soluci\u00f3n de conflictos con los grupos armados por medio de la interlocuci\u00f3n, y tambi\u00e9n protegen a personas aliadas a sus comunidades, como los equipos de salud que ingresan para brindar atenci\u00f3n sanitaria en sus Resguardos. <\/p>\n En la tercer etapa se realizaron 10 reuniones comunitarias participativas, con el objeto de presentar el Proyecto a los miembros de comunidades del pueblo ind\u00edgena, aclarar las dudas existentes en algunas personas, y escuchar sus propuestas para incorporarlas al proyecto. Participaron miembros de 14 aldeas (61% de las aldeas del territorio). El objetivo de este proceso de unificaci\u00f3n es mantener la unidad y construir una posici\u00f3n para la defensa de los resguardos Aw\u00e1. Se defini\u00f3 la necesidad de consolidar un Plan de Vida unificado para la Gran Familia Aw\u00e1 ante las amenazas externas y fortalecer su organizaci\u00f3n como una nacionalidad con derechos y con territorios propios, y ya no como comunidades aisladas.<\/p>\n Las acciones para garantizar y proteger la Gran Familia Aw\u00e1 son:<\/strong><\/p>\n 1.<\/strong> Dar continuidad a las acciones que permitan la aplicaci\u00f3n del Plan de Vida y los Mandatos de la Gran Familia Aw\u00e1, desde espacios de an\u00e1lisis y discusi\u00f3n promovidos por el Comit\u00e9 de Coordinaci\u00f3n, buscando fortalecer la Autonom\u00eda y el Control Territorial, garantizar la pervivencia y la Protecci\u00f3n de la Gran Familia Aw\u00e1 en el territorio<\/p>\n 2.<\/strong> Consolidar el Plan de Vida de la Gran Familia Aw\u00e1 garantizando el funcionamiento de instancia propia de coordinaci\u00f3n pol\u00edtica encargada de liderar la gesti\u00f3n interna y con otros, para la implementaci\u00f3n de Plan de Vida y los Mandatos<\/p>\n Los objetivos del Plan de Vida como Gran Familia Aw\u00e1 son:<\/strong><\/p>\n 1.<\/strong> Promover el fortalecimiento de la etnicidad y la cultura del pueblo Aw\u00e1. Las organizaciones ind\u00edgenas y acad\u00e9micas participaron en la selecci\u00f3n de la metodolog\u00eda y la planificaci\u00f3n de actividades.<\/p>\n Como enfoque pedag\u00f3gico, se aplic\u00f3 una novedosa propuesta, la de la Pedagog\u00eda de la Madre Tierra<\/strong>, que se basa en los siguientes principios:<\/p>\n El diplomado se llev\u00f3 a cabo en dos regiones de la regi\u00f3n del Pac\u00edfico: la regi\u00f3n Norte conformada por la zona del Atrato y la Zona Urab\u00e1, y la Regi\u00f3n Sur constituida por la Zona Guapi y la Zona Aw\u00e1. En la Escuela de la zona Sur adonde concurrieron los alumnos Aw\u00e1, la formaci\u00f3n se desarroll\u00f3 en cinco encuentros presenciales con una duraci\u00f3n de seis d\u00edas cada uno, en territorio Aw\u00e1. Entre encuentro y encuentro, se realizaron actividades con las comunidades, la organizaci\u00f3n ind\u00edgena y con los mayores. Este proceso dur\u00f3 18 meses, y al final del mismo se realiz\u00f3 un gran encuentro birregional con los participantes de todas las zonas, que en total eran setenta.<\/p>\n Algo muy interesante de la metodolog\u00eda, es que desde el primer encuentro presencial, los estudiantes tuvieron la consigna de desarrollar un Proyecto que pod\u00eda estar relacionado a cuatro grandes temas:<\/p>\n Durante el transcurso del diplomado, y a medida que los alumnos fueron adquiriendo herramientas de planificaci\u00f3n, los estudiantes Aw\u00e1 dise\u00f1aron proyectos como los siguientes:<\/p>\n Como resultados del Diplomado, los estudiantes Aw\u00e1 destacaron un aumento de su autoestima<\/p>\n Yo era muy t\u00edmido, no conversaba; ahora tengo la mente m\u00e1s abierta y en las reuniones doy aportes. Antes no estaba claro en mi pensamiento, ahora s\u00ed; he fortalecido eso para mi comunidad (Estudiante FCAE).<\/p>\n Valoraron especialmente la posibilidad para integrarse a la dirigencia ind\u00edgena, y de contar con un diploma universitario. Consideran que hubo una transformaci\u00f3n de su visi\u00f3n de territorio y de las respuestas que pueden dar para poner freno a los terceros que invaden sus territorios.<\/p>\n Donde caminemos hay que compartir las experiencias. Tengo la capacidad de poder enfrentar, ayudar a la concientizaci\u00f3n y saber para qu\u00e9 es la guardia ind\u00edgena y c\u00f3mo defender el territorio ante la fuerza p\u00fablica y los ilegales, los derechos humanos, la naturaleza y el agua. Ser part\u00edcipe de las soluciones y no ser indiferente (Estudiante UNIPA).<\/p>\n Para m\u00ed este diploma tiene mucho significado: no queda ah\u00ed. Es un compromiso; fortalecida mi capacidad como persona, este ciclo de aprendizaje se cierra, pero es oportunidad de transferir esto a otras personas … el trabajo que viene es fuerte, es un reto. El Pueblo Ind\u00edgena Aw\u00e1 es un pueblo transfronterizo que, desde tiempos ancestrales, habita en Nari\u00f1o (Colombia) y en la parte Norte de Ecuador, hacia el lado del Pac\u00edfico.
En el Ecuador viven 4800 ind\u00edgenas del Pueblo Aw\u00e1 , representados por la Federaci\u00f3n de Centros Aw\u00e1 del Ecuador (FCAE) y cuyo territorio titulado es de 116.640 has.
Del otro lado de la frontera, en Colombia, otras 480.000 has han sido tituladas a favor de 35.270 Aw\u00e1s que est\u00e1n representados por tres organizaciones: la Unidad Ind\u00edgena del Pueblo Aw\u00e1 (UNIPA, con 20.270 personas), el Cabildo Mayor Aw\u00e1 del Ricaurte (CAMAWARI con 10.500 personas), y la Asociaci\u00f3n de Cabildos Ind\u00edgenas del Pueblo Aw\u00e1 del Putumayo (ACIPAP con 4.500 personas).
Es decir que el territorio de la Gran Familia ind\u00edgena Aw\u00e0 tiene una superficie total de 610.000 has, divididas de los dos lados de la frontera internacional como se puede ver en el siguiente mapa:<\/p>\nLa Guardia Ind\u00edgena Aw\u00e1 como estrategia de autoprotecci\u00f3n<\/strong><\/h4>\n
La Guardia ind\u00edgena est\u00e1 conformada por grupos de j\u00f3venes, mujeres y hombres Aw\u00e1 que defienden su territorio. Actualmente m\u00e1s de 1000 personas integran esta guardia en el departamento de Nari\u00f1o.<\/p>\n
Desde el 2007, este proceso ha recibido apoyo del Programa \u201cProtecci\u00f3n, Poder y Territorio\u201d de la ONG OXFAM, y luego del Proyecto Bosques y Territorio, un proyecto apoyado por la UE, que desarroll\u00f3 acciones para promover las capacidades de interlocuci\u00f3n de las autoridades ind\u00edgenas y de las guardias, y para visibilizar la situaci\u00f3n de las mujeres en medio del conflicto.
Una de las actividades recientes de la Guardia Ind\u00edgena tuvo lugar en Julio de 2012, cuando la Guardia desaloj\u00f3 a la empresa minera \u201cLa Esperanza\u201d, que desde el 2009 se hab\u00eda ubicado ilegalmente en el Resguardo Hojal la Turbia, en el Departamento de Nari\u00f1o. El desalojo fue pac\u00edfico, a pesar de lo cual las 50 personas de la empresa amenazaron de muerte a los integrantes de la Guardia Aw\u00e1 .
Actualmente, se trabaja en propuestas de reconocimiento de la Guardia Ind\u00edgena como agente de paz, y de financiaci\u00f3n de la Guardia por parte del Gobierno nacional.<\/p>\nLa Gran familia ind\u00edgena Aw\u00e0 Binacional: Consolidaci\u00f3n de la Unidad<\/strong><\/h4>\n
En el 2002, los Aw\u00e1 iniciaron un proceso para la protecci\u00f3n y organizaci\u00f3n de sus comunidades y la integraci\u00f3n de sus territorios en Ecuador y Colombia. A ese fin, han decidido conformar la Gran Familia Aw\u00e1, conformada por:<\/p>\n\n
