\nConservar y desarrollar sus propias formas de convivencia y organizaci\u00f3n social, y de generaci\u00f3n y ejercicio de la autoridad, en sus territorios legalmente reconocidos y tierras comunitarias de posesi\u00f3n ancestral (Art. 57, numeral 9).<\/p>\n
\u2022 Construir organizaciones que los representen, en el marco del respeto al pluralismo y a la diversidad cultural, pol\u00edtica y organizativa, formas de organizaci\u00f3n que ser\u00e1n reconocidas y promovidas por el Estado (Art. 57, numeral 15).<\/p>\n
\u2022 A participar mediante sus representantes en los organismos oficiales que determine la ley, en la definici\u00f3n de las pol\u00edticas p\u00fablicas que les conciernan, as\u00ed como en el dise\u00f1o y decisi\u00f3n de sus prioridades en los planes y proyectos del Estado (Art. 57, numeral 16).<\/p>\n

\nLos gobiernos aut\u00f3nomos descentralizados gozar\u00e1n de autonom\u00eda pol\u00edtica, administrativa y financiera, y se regir\u00e1n por los principios de solidaridad, subsidiariedad, equidad interterritorial, integraci\u00f3n y participaci\u00f3n ciudadana. En ning\u00fan caso el ejercicio de la autonom\u00eda permitir\u00e1 la secesi\u00f3n del territorio nacional. Constituyen gobiernos aut\u00f3nomos descentralizados las juntas parroquiales rurales, los concejos municipales, los concejos metropolitanos, los consejos provinciales y los consejos regionales (Art. 238).<\/p>\n

Con respecto a la Justicia ind\u00edgena, las nacionalidades ind\u00edgenas tienen derecho a crear y aplicar su derecho propio o consuetudinario, que no podr\u00e1 vulnerar derechos constitucionales (Art. 57, numeral 10).<\/p>\n
Las autoridades de las comunidades, pueblos y nacionalidades ind\u00edgenas ejercer\u00e1n funciones jurisdiccionales, con base en sus tradiciones ancestrales y su derecho propio, dentro de su \u00e1mbito territorial, con garant\u00eda de participaci\u00f3n y decisi\u00f3n de las mujeres. Las autoridades aplicar\u00e1n normas y procedimientos propios para la soluci\u00f3n de sus conflictos internos, y que no sean contrarios a la Constituci\u00f3n y a los derechos humanos reconocidos en instrumentos internacionales.<\/p>\n
De esta manera se otorga autonom\u00eda pol\u00edtica-administrativa y jur\u00eddica a las comunidades, pueblos y nacionalidades ind\u00edgenas, tanto para el manejo de sus asuntos internos como para las relaciones con organismos p\u00fablicos y privados (Art. 171).<\/p>\n
Las Nacionalidades Ind\u00edgenas tienen un concepto amplio de autonom\u00eda. Como lo expresan los Shuar:<\/p>\n
\u201cEntendemos por Autonom\u00eda la potestad que tiene un pueblo
para asumir la conducci\u00f3n de su propio destino,
basado en un territorio con sus propias formas y pol\u00edticas de organizaci\u00f3n social, econ\u00f3mica, cultural, ambiental, tecnol\u00f3gico y recursos humanos,
para lograr la vigencia del sumak causay (vida l\u00edmpida y abundante);
el sumak allpa (tierra y ambiente sano y productivo)
y sumak yachay (acceso al conocimiento por todos)\u201d.<\/p>\n
