En el \u00faltimo decenio, los Shuar analizaron figuras de Protecci\u00f3n para su bosque. Como alternativa a las \u00c1reas Protegidas por el Estado, los shuar crearon la figura de Territorio Shuar Protegido para la Conservaci\u00f3n. Su territorio est\u00e1 ubicado en la Cordillera del C\u00f3ndor, en el extremo sureste del Ecuador, entre los r\u00edos Kuankus y Cenepa, y limitando al sur con Per\u00fa. Tiene una superficie territorial de 200.000 has y fue creado entre 2001 y 2003, en la primer Asamblea con dirigentes de 60 Centros Shuar. Sin embargo, en los \u00faltimos 40 a\u00f1os, sus territorios fueron ocupados por colonos que se dedicaron a la ganader\u00eda, con la consecuente p\u00e9rdida paulatina de los bosques. En respuesta a ello, los Shuar vieron debilitados sus sistemas de recolecci\u00f3n y huertas, y comenzaron a preocuparse por proteger sus territorios.<\/p>\n La Constituci\u00f3n Nacional de 1998 inclu\u00eda como figura territorial a las Circunscripciones Territoriales Ind\u00edgenas (CTIs), pero no fue hasta la reforma constitucional del 2008 que se reglament\u00f3 el procedimiento oficial para crear las CTIs. A\u00fan as\u00ed, entre 2001 y 2003, los dirigentes de 60 Centros Territoriales Shuar Arutam acordaron declararse Circunscripci\u00f3n Territorial Shuar Arutam por propia determinaci\u00f3n, y definieron Planes de gesti\u00f3n territorial y de manejo de los recursos naturales, con apoyo de la Fundaci\u00f3n Natura. El Territorio Shuar Protegido tiene el objetivo de garantizar la supervivencia y el desarrollo de la cultura as\u00ed como mantener la riqueza de la biodiversidad existente en su territorio, y es patrimonio para uso de la Nacionalidad Shuar que habita en ese territorio. La zonificaci\u00f3n y el ordenamiento territorial implicaron cambios profundos en la forma en que las familias tomaban las decisiones, en una sociedad en la que tradicionalmente no exist\u00edan instancias supra-familiares para la toma de decisiones. Se crearon Autoridades Territoriales a las que denominaron Jefes Territoriales, y autoridades por ejes tem\u00e1ticos: recursos naturales, educaci\u00f3n, salud y otros, a los que denominaron Jefes Tem\u00e1ticos. Lo que viene de afuera es dinero, cosas industriales, que<\/em>
ayudan a vivir mejor pero que no aseguran la felicidad.<\/em>
La riqueza no solo es la que viene de afuera, es la nuestra, la riqueza de nuestra<\/em>
cultura, nuestra forma de vivir, nuestras ideas, nuestras familias<\/em>
y nuestro bosque: el que ha dado de vivir a miles de Shuar en cientos de a\u00f1os.<\/em><\/p>\n
La propuesta territorial deb\u00eda acompa\u00f1arse de una propuesta de Gobierno Territorial Ind\u00edgena que fuese reconocida por el Estado, y que les permitiera recuperar el control pol\u00edtico de su territorio, el cual estaba dentro de los limites de 3 municipios gobernados por no-ind\u00edgenas. En un primer momento pensaron en crear un \u00c1rea Protegida, pero luego consideraron que era una forma de `perder su patrimonio\u00b4al ponerlo bajo direcci\u00f3n de un Ministerio. Entonces, generaron la figura alternativa de \u201cTerritorio Shuar Protegido para la Conservaci\u00f3n\u201d con su propio \u201cGobierno Shuar Territorial Aut\u00f3nomo\u201d.<\/p>\nLa Gesti\u00f3n Territorial y el Aprovechamiento de Recursos<\/strong><\/h4>\n
En concordancia con ello, una de las caracter\u00edsticas m\u00e1s sobresalientes de este caso, es que el Gobierno Shuar decidi\u00f3 realizar el manejo del bosque en 50.000 has, conservando el resto (150.000 has) para garantizar su espacio de vida.
El bosque se contempla como un \u00e1rea de usos m\u00faltiples, en donde existen zonas estrictamente protegidas (que no se pueden usar) y zonas destinadas al aprovechamiento sustentable de recursos renovables, de acuerdo a los usos y costumbres de los Shuar. Para organizar ese aprovechamiento, 47 Centros Shuar discutieron y socializaron normas sobre caza, pesca, recolecci\u00f3n y extracci\u00f3n de madera. Establecieron que en las zonas de aprovechamiento los porcentajes m\u00e1ximos de actividad agropecuaria y explotaci\u00f3n maderera ser\u00edan de hasta 35% del territorio, y que estas actividades se llevar\u00edan a cabo bajo Planes Anuales de Manejo que garanticen la conservaci\u00f3n de la flora y la fauna a largo plazo, as\u00ed como la conservaci\u00f3n de los recursos paisaj\u00edsticos, h\u00eddricos y culturales.
En un primer momento, los planes se realizaron con intervenci\u00f3n de un profesional bi\u00f3logo no Shuar. Hasta el 2005, los planes fueron aplicados en 9 Centros. Luego de dos a\u00f1os de aplicaci\u00f3n del plan, las comunidades percibieron resultados positivos, y empezaron a proponer una metodolog\u00eda de trabajo interna, sin dependencia de profesionales externos.
El Gobierno Shuar Territorial Aut\u00f3nomo tambi\u00e9n cre\u00f3 una empresa forestal cuyos socios son las comunidades, mientras que sus dirigentes son miembros de la junta de accionistas.<\/p>\nLa Gobernanza<\/strong><\/h4>\n
1. Ayudar a mejorar la producci\u00f3n agr\u00edcola, artesanal, y el turismo, para tener ingresos por el bosque, sus aguas y la madera.
2. Organizar la vida social; ejerciendo los derechos como ciudadanos y como colectivo de pueblo ind\u00edgena.
3. Asegurar que el Estado apoye al desarrollo y la protecci\u00f3n de la Cultura Shuar; siendo temas centrales educaci\u00f3n, salud y obras de infraestructura para vialidad, comunicaciones, luz, agua potable.<\/p>\n<\/p>\n<\/p>\n
<\/p>\n Metas<\/th>\n Actividades y Medidas<\/th>\n <\/p>\n 1.- Defender y Mejorar las Ajas (huertas tradicionales).<\/td>\n ♦ Recuperar y fortalecer con plantas las ajas permanentes.♦ Apoyar a la mujer porque es la que ha sostenido la huerta y la alimentaci\u00f3n.<\/td>\n <\/p>\n 2.- Hacer un buen uso del Bosque. <\/td>\n ♦ Usar la propia Ley para el Buen Uso de los Recursos del Bosque. ♦ Cada Centro har\u00e1 un plan de caza, pesca y recolecci\u00f3n.♦ Se ha determinado un 25% como uso agr\u00edcola y de pastos de cada familia, el resto deber\u00e1 tener cubierta de bosques.<\/td>\n <\/p>\n 3.- Tener Fincas Integrales, asociarse entre familias, producir bien.<\/td>\n ♦ Implementar fincas con muchos productos, que pueda enfrentar el mercado y la autosubsistencia.♦ Mejorar las t\u00e9cnicas productivas y el manejo de los frutos despu\u00e9s de la cosecha, para la venta.♦ Crear la Unidad T\u00e9cnica Agropecuaria del CGPSHA, para que consiga financiamiento, elabore proyectos, d\u00e9 asistencia t\u00e9cnica y organice el comercio.<\/td>\n <\/p>\n 4.- Aprovechar bien la madera<\/td>\n ♦ Planes de manejo y extracci\u00f3n ordenada de la madera.♦ Prohibici\u00f3n de la venta ilegal y desmedida de madera.♦ Apoyo a proyectos de organizaci\u00f3n de peque\u00f1as empresas de transformaci\u00f3n de los productos del bosque y de la producci\u00f3n agr\u00edcola. <\/td>\n <\/p>\n 5.- La Ganader\u00eda<\/td>\n ♦ Empresas Shuar de comercio y faenamiento para mejorar los precios.<\/td>\n <\/p>\n 6.- El Comercio<\/td>\n ♦ Se organizar\u00e1 un sistema de comercio propio con empresas propias.<\/td>\n <\/p>\n 7.- Turismo y otras fuentes de ingresos<\/td>\n ♦ Se crear\u00e1 una empresa de turismo de las seis asociaciones y con el control del gobierno del CGPSHA.♦ Se elaborar\u00e1 una propuesta para pago por sostenimiento del bosque, con el mecanismo mundial denominado de Certificados de Carbono y se la negociar\u00e1 con empresas o pa\u00edses interesados.<\/td>\n <\/p>\n 8.- Educaci\u00f3n Biling\u00fce<\/td>\n ♦ Reforma de la Educaci\u00f3n Biling\u00fce Shuar, haciendo de las escuelas y colegios del Territorio del Pueblo Shuar Arutam, centros experimentales piloto, conectados entre s\u00ed, y que integren una Red con apoyo de los Municipios, profesores y familias.<\/td>\n <\/p>\n 9.- Salud<\/td>\n ♦ Red de Salud con participaci\u00f3n familiar y de los centros.♦ Desarrollo de dos sistemas paralelos: salud tradicional ind\u00edgena y salud tradicional occidental.♦ Reforzamiento de los centros de Salud, y creaci\u00f3n de la Red de curadores ind\u00edgenas con fines preventivos<\/td>\n <\/p>\n 10.- Infraestructura de Servicios<\/td>\n ♦ La vialidad se entiende como un servicio y no como un medio de destrucci\u00f3n. Como servicio es para beneficio de los habitantes Shuar que ocupan el territorio y no para empresas externas.♦ Se prevee una v\u00eda principal que conecte a los 6 Centros Shuar, para manejar el comercio entre los habitantes, mejorar el servicio de salud y educaci\u00f3n. Esta v\u00eda debe ser tratada con el Ministerio de Obras P\u00fablicas.♦ Se gestionar\u00e1 ante el CONELEC la inversi\u00f3n en energ\u00eda fotovoltaica (paneles solares) y peque\u00f1as plantas hidroel\u00e9ctricas.♦ Organizar el manejo de desechos.♦ Garantizar el agua potable.<\/td>\n
