El Gobierno Territorial Ind\u00edgena Mayagna Sauni As ha llevado adelante el Saneamiento del 70% de su territorio, realizando Giras de Campo en las que identificaron a los colonos asentados en sus territorios, y llegando a acuerdos pac\u00edficos de desalojo. La Defensa Territorial involucra, adem\u00e1s la Capacitaci\u00f3n de la poblaci\u00f3n, y Estrategias de Monitoreo y vigilancia del Territorio.<\/p>\n

Informaci\u00f3n General<\/strong>
El territorio Mayangna Sauni As (MSA) tiene una extensi\u00f3n de 163,810 has, donde viven 16 comunidades, con una poblacion aproximada de 8 mil personas.<\/p>\n

El territorio MSA est\u00e1 conformado por grandes \u00e1reas de bosques de gran diversidad y riqueza biol\u00f3gica y cultural.
Los Mayangna de este territorio est\u00e1n representados por el Gobierno Territorial Ind\u00edgena MSA (GTI-MSA), que junto a los gobiernos territoriales de otros 8 territorios Mayagna, conforman el Gobierno de la Naci\u00f3n Mayangna.<\/p>\n

De acuerdo a un diagn\u00f3stico realizado en Noviembre del 2010, existen al menos 54 colonos invasores asentados en el Territorio MSA. Esta situaci\u00f3n representa uno de los principales problemas identificados por los Mayagna, quienes reunidos en Bilwi, en Febrero de 2011, destacaron la necesidad de realizar el Saneamiento de sus Territorios; y de trabajar sobre Normas de acceso y uso de los recursos naturales.<\/p>\n

A) El Saneamiento como Estrategia Pac\u00edfica de defensa del territorio<\/strong><\/h4>\n

Las autoridades del GTI-MSA, definieron una Estrategia de defensa territorial con acciones pac\u00edficas y respetuosas de los derechos humanos de los colonos. El elemento central de la Estrategia es el Saneamiento, es decir la desocupaci\u00f3n de las tierras que hoy ocupan los colonos dentro del Territorio MSA. La primera actividad con ese fin ha sido un Diagn\u00f3stico jur\u00eddico del Territorio, consistente en una Gira de Campo en la que se evalu\u00f3 la presencia de colonos, las superficies ocupadas por ellos, y el grado de cumplimiento de acuerdos previos de desalojo. Asimismo, durante la Gira se realizaron:<\/p>\n

\u2022 Acuerdos de resoluci\u00f3n pac\u00edfica de conflictos con algunas familias de colonos, que acordaron retirarse voluntariamente del territorio una vez cosechados sus cultivos.
\u2022 Desalojos inmediatos en el sector Wawa hasta el moj\u00f3n Kauhmak Was Sahni, con apoyo de la polic\u00eda y el ej\u00e9rcito. La mayor\u00eda de las familias lograron cosechar sus productos agr\u00edcolas antes de retirarse del \u00e1rea.
\u2022 Limpieza y se\u00f1alizaci\u00f3n de 10 km de carriles en los sectores Alatis Tuna y Kuruwas Sahni, y de otros 8 km en el sector Wawa hasta el moj\u00f3n Kauhmak Was Sahni.<\/p>\n

A trav\u00e9s de este proceso pac\u00edfico se logr\u00f3 el Saneamiento de 70% del territorio.<\/p>\n

Para continuar poniendo freno a la invasi\u00f3n de colonos, los Mayagna se proponen nuevas actividades, como recorridos y expediciones de monitoreo y seguimiento de saneamiento territorial, y patrullajes peri\u00f3dicos (bimestrales) que podr\u00edan ser realizados por brigadas ecol\u00f3gicas juveniles y un Batall\u00f3n Ecol\u00f3gico, que reconozcan los senderos y l\u00edmites del territorio y prevengan la presencia de nuevos colonos. Otra propuesta es la de fortalecer a los Guarda Bosques Comunitarios; y establecer puestos de control territorial.
Los Mayagna se proponen establecer un Plan de Formaci\u00f3n e Informaci\u00f3n, en el que se desarrollen actividades educativas sobre el marco de derechos ind\u00edgenas, para estimular la defensa del territorio; y actividades de informaci\u00f3n p\u00fablica para sensibilizar a la poblaci\u00f3n y a las autoridades regionales sobre la problem\u00e1tica de las invasiones.
A nivel interinstitucional, plantean la creaci\u00f3n de un Cuerpo territorial de informaci\u00f3n, monitoreo, vigilancia y defensa del territorio y sus recursos naturales que coordine con autoridades policiales y militares; y con los Ministerios de Ambiente y Recursos Naturales (MARENA), Agropecuario y Forestal (MAGFOR), Instituto Nacional Forestal (INAFOR), Instituto de Tecnolog\u00eda Agropecuaria (INTA) y Alcald\u00eda Municipal del municipio de Bonanza.
Finalmente, como estrategia jur\u00eddica de Defensa Territorial, planean realizar Gestiones directas de Defensa Territorial ante la Asamblea Nacional; la Corte Suprema de Justicia; la Comandancia del Ej\u00e9rcito; y la Primera Comisionada de la Polic\u00eda.<\/p>\n

B) La Reglamentaci\u00f3n del Acceso y el Uso de los Recursos Naturales<\/strong><\/h4>\n

En el 2011, los Maygna, con apoyo de CADPI (Centro para la Autonom\u00eda y Desarrollo de Pueblos Ind\u00edgenas), llevaron a cabo un Taller de Consulta en la comunidad de Suniw\u00e1s, en el que revisaron las Normas Ecol\u00f3gicas del Territorio Mayangna Sauni As, vigentes desde el 2001, y actualizaron las mismas generando nuevas Normas de aprovechamiento de recursos naturales. En el taller participaron 27 representantes de 12 comunidades. Las normas, en funci\u00f3n de la divisi\u00f3n del territorio por zonas de uso, se pueden leer en este Documento<\/strong><\/a>.
Adem\u00e1s, se realizar\u00e1 un Inventario de los Recursos Naturales existentes en el territorio; y se planea gestionar el Pago de Servicios Ambientales, en el marco de la implementaci\u00f3n de las estrategia de cambio clim\u00e1tico.<\/p>\n
