La autoridad de Gobierno es el Congreso General Ember\u00e1 Wounaan<\/strong>, que re\u00fane a delegados de las comunidades. Existen tambi\u00e9n dos Congresos Regionales, en C\u00e9maco y Samb\u00fa, con su respectivo Cacique Regional. A nivel local, cada comunidad tiene un Congreso Local, y un representante comunitario o \u201cNoko\u201d, que en conjunto conforman el Consejo de Nokoes<\/strong>.<\/p>\n La Empresa de Desarrollo Econ\u00f3mico: NE-DRUA S.A.<\/strong><\/p>\n En el a\u00f1o 2009, la Comarca Ember\u00e1 Wounaan cre\u00f3 su Empresa de Desarrollo Econ\u00f3mico, a la que denominaron NE-DRUA S.A., que significa \u201ctierra de riquezas\u201d. Puedes ver la estructura de la empresa al final de este art\u00edculo. La empresa tiene la misi\u00f3n de:<\/p>\n Promover y desarrollar proyectos empresariales que faciliten la comercializaci\u00f3n de los productos derivados de los recursos naturales, agr\u00edcolas y ambientales dentro de la Comarca, creando est\u00e1ndares de calidad de servicio competitivo para el mercado.<\/strong><\/em><\/p>\n Esas actividades comerciales pueden desarrollarse en la Comarca, en la Rep\u00fablica o en el exterior, pero siempre con la finalidad de generar recursos econ\u00f3micos que permitan mejorar la calidad de vida de los Ember\u00e1 y los Wounaan, y de financiar su autonom\u00eda. El uso de los recursos naturales se realiza de manera sostenible, conservando el patrimonio natural y cultural.<\/p>\n En sus dos primeros a\u00f1os de funcionamiento, la empresa ha desarrollado los siguientes proyectos comerciales:<\/p>\n El distrito de Samb\u00fa se encuentra en el sur de la Provincia de Dari\u00e9n, y tiene una superficie de 129.362 has de las que la mitad se traslapa con el Parque Nacional Dari\u00e9n. All\u00ed viven 12 comunidades Ember\u00e1 Wounaan, que en alianza con NE-DRUA y con financiamiento del BID (Banco Interamericano para el Desarrollo), han iniciado un Plan de Negocio, que a mediados de 2012 se inicia con la construcci\u00f3n de infraestructura para su proyecto de turismo.<\/p>\n Los Ember\u00e1 y Wounaan buscan un modelo de turismo integral, que cuente con servicios de alojamiento atendidos por j\u00f3venes ind\u00edgenas, transporte acu\u00e1tico para recorridos tur\u00edsticos al interior de la Comarca, paseos a pi\u00e9, a caballo o en bicicleta, visitas a los r\u00edos. Los planes de manejo pueden crear negocios a partir del aprovechamiento sostenible de madera, o de la explotaci\u00f3n sostenible de recursos no maderables.<\/p>\n En los \u00faltimos 7 a\u00f1os, se vienen desarrollando Planes de Manejo Forestal en ocho comunidades del Distrito de C\u00e9maco, con un total de 80 has de bosque bajo manejo. Adem\u00e1s se han identificado 10 posibles \u00e1reas para planes de manejo. Uno de ellos es el que desarrollar\u00e1 NE-DRUA en la zona de Chati, en la que no existen comunidades establecidas, por lo que no se encuentra a nombre de una comunidad en particular, sino de la Comarca. En Chati, se planea el manejo forestal de 22.859 has.<\/p>\n NE-DRUA ser\u00e1 la responsable de la comercializaci\u00f3n de los productos maderables que se generen en los diferentes planes de manejos en la Comarca.<\/p>\n A futuro, se planea la construcci\u00f3n de un Centro de Procesamiento de Madera en la zona de Santa Fe, para comercializar productos a base de madera proveniente de los Planes de Manejo Forestal.<\/p>\n En 2008, el Congreso General Ember\u00e1 Wounaan comenz\u00f3 a explorar la viabilidad de un proyecto de venta de Cr\u00e9ditos de Carbono, en el marco de la iniciativa REDD+. El Estudio de Factibilidad est\u00e1 siendo desarrollado por NE-DRUA, y se espera que pueda ser atractivo para que a futuro la Comarca se inserte en el mecanismo REDD+.<\/p>\n La Responsabilidad Social como Valor Central de la Empresa<\/strong><\/p>\n Los Ember\u00e1 y Wounaan, tienen el objetivo de realizar inversiones sociales a trav\u00e9s de su empresa. La Comarca Ember\u00e1-Wounaan fue creada en 1983 (Ley N\u00ba 22) y est\u00e1 conformada por dos \u00e1reas distantes entre si:

<\/p>\n Mecanismo<\/th>\n Descripci\u00f3n<\/th>\n <\/p>\n Distribuci\u00f3n de Dividendos<\/td>\n Un porcentaje de las ganancias anuales de NE-DRUA ser\u00e1n distribuidos como dividendos al Congreso General Ember\u00e1 Wounaan para financiar sus gastos operativos, promover el desarrollo comunitario, y fortalecer la sostenibilidad y la autonom\u00eda econ\u00f3mica de la Comarca.<\/td>\n <\/p>\n Beneficios Comunitarios<\/td>\n Las comunidades que se encuentren en las \u00e1reas establecidas para los Planes de Manejo Forestal recibir\u00e1n un fondo a partir de de la facturaci\u00f3n anual por venta de madera. Esos fondos podr\u00e1n ser destinados por la organizaci\u00f3n comunitaria al desarrollo social y a la estructura de gobierno tradicional local de cada comunidad.<\/td>\n <\/p>\n Fondo de Asistencia Social<\/td>\n NE-DRUA asignar\u00e1 anualmente un monto a un fondo para promover la educaci\u00f3n avanzada como mecanismo de promoci\u00f3n del desarrollo integral de la Comarca. Para ello, se establecer\u00e1n convenios con universidades en Panam\u00e1 y en el extranjero.<\/td>\n \n
