wa’iri, que no quiere decir jefesino persona con prestigio.
Ellos hacen lo que todos los dem\u00e1s hacen: cazan, pescan,
recolectan, construyen sus casas, chacras,
elaboran herramientas, y trabajan\u201d.<\/p>\n

\nLos Pueblos Ind\u00edgenas y las Comunidades siempre tuvieron sus propias autoridades, a las cuales llamamos Autoridades Tradicionales. Pero el Estado, en su necesidad de generar un marco de organizaci\u00f3n para los territorios, y de que las comunidades y organizaciones se inscribieran en los registros p\u00fablicos y contaran con personer\u00eda jur\u00eddica, los oblig\u00f3 a tener autoridades como las del mundo blanco, con un presidente, vocales, tesorero, y otros cargos que pueden variar de pa\u00eds en pa\u00eds. E incluso con comit\u00e9s para distintas cosas (RRNN, Educaci\u00f3n, Salud, etc.): lo que podemos llamar Autoridades Modernas. <\/p>\n

Hoy en la mayor\u00eda de los pueblos y territorios, conviven autoridades tradicionales ind\u00edgenas con autoridades ind\u00edgenas modernas. <\/p>\n

Ambas pueden articularse en sus funciones, por ejemplo, las autoridades tradicionales gobiernan hacia el interior de la comunidad, y las modernas trabajan en relaci\u00f3n con instituciones estatales externas. En el caso de los Harakmbut, las personas mayores con prestigio (por sus habilidades en la caza, la pesca y otras actividades tradicionales) siguen siendo consultadas en los asuntos internos de la comunidad. Mientras que las autoridades modernas suelen ser j\u00f3venes que dominan bien el idioma castellano y los c\u00f3digos culturales occidentales, pero no tienen autoridad al interior de la comunidad. Por ende, funcionan como representantes de la comunidad hacia el mundo exterior. <\/p>\n

Pero en otros casos, la co-existencia de autoridades tradicionales y modernas puede generar confusi\u00f3n de roles y conflictos, ya que las caracter\u00edsticas de las autoridades tradicionales y modernas tienen ciertas diferencias:<\/p>\n

Las sociedades ind\u00edgenas amaz\u00f3nicas no ten\u00edan autoridades que centralicen el poder pol\u00edtico, pero se organizaban por relaciones de parentesco o clanes. Las autoridades nunca dejan de cumplir sus tareas cotidianas como producir sus alimentos y construir su vivienda.<\/td>\n

Las autoridades modernas basan su accionar en estatutos, que son normados por las propias organizaciones ind\u00edgenas, en el marco establecido por el Estado.Suelen dedicarse \u00fanicamente a sus tareas como autoridad.<\/td>\n

Ser autoridad es un atributo \u00e9tico de quienes alcanzan sabidur\u00eda, trayector\u00eda y otros valores importantes, especialmente la generosidad.<\/td>\n

Se eligen por votaci\u00f3n seg\u00fan la l\u00f3gica de nuestra democracia representativa, y de acuerdo a lo establecido en sus Estatutos<\/td>\n

Tienen la funci\u00f3n de transmitir los conocimientos ancestrales, pero no de conducir a su pueblo sobre lo que debe hacer (excepto en caso de peligros y en forma temporal hasta que desaparece la emergencia).<\/td>\n

Representan al grupo y lo conducen hacia el cumplimiento de los objetivos fijados en Asamblea o en los Planes de Vida.<\/td>\n

Proceso de la toma de decisiones<\/td>\n

Las decisiones se alcanzan a trav\u00e9s de un proceso de dialogo hasta llegar a un consenso colectivo, con la asesor\u00eda de los Consejos de Ancianos.<\/td>\n

\nEn muchos casos, se mantienen las autoridades tradicionales: su existencia suele ser positiva, especialmente porque fortalecen la identidad, la equidad y la democracia. En general, su presencia es un aporte, y no un problema para las autoridades modernas.<\/p>\n
