Un Plan de Vida Ind\u00edgena es un instrumento de planeaci\u00f3n<\/em> <\/strong>que se construye a partir de un proceso participativo de autodiagn\u00f3stico y del ejercicio de elaboraci\u00f3n de proyectos. Es un instrumento de pol\u00edtica y de gobierno; y como tal, un acuerdo social que debe surgir del consenso.<\/p>\n

El Plan de Vida se consolida como un documento que contiene:<\/strong>
* informaci\u00f3n sobre la comunidad, sus recursos y sus necesidades,
* informaci\u00f3n sobre los cambios que la comunidad quiere lograr, y los proyectos para lograr esos cambios y vivir mejor;
* el posicionamiento de la comunidad acerca de la relaci\u00f3n entre el gobierno ind\u00edgena y los actores gubernamentales y otros actores.
* La visi\u00f3n pol\u00edtica de la comunidad a largo plazo.<\/p>\n

El contenido del Plan depende del contexto de cada comunidad u organizaci\u00f3n ind\u00edgena. Un pueblo que no tienen satisfecha su demanda de territorio f\u00edsico, se enfrenta a una realidad muy diferente que la de aquel que ya tiene sus t\u00edtulos y se encuentra en proceso de ordenamiento territorial y construcci\u00f3n de su Autonom\u00eda.<\/p>\n

El Plan de Vida responde a tres preguntas: \u00bfQui\u00e9nes somos? \u00bfQu\u00e9 buscamos? y \u00bfC\u00f3mo lo haremos?. No existe un m\u00e9todo \u00fanico para realizar un Plan de Vida, pero en general se siguen los siguientes pasos:<\/p>\n

Paso 1. Procedimiento de Construcci\u00f3n del Plan<\/strong>
Se acuerda el Procedimiento para construir el Plan, los ejercicios que se van a realizar, las formas de participaci\u00f3n y los mecanismos para la toma de decisiones.<\/p>\n

Paso 2. Visi\u00f3n<\/strong>
Se construye la VISI\u00d3N de la Comunidad, mediante la reflexi\u00f3n sobre el pasado y el presente de las comunidades, los cambios y sus causas. La Visi\u00f3n es el futuro que quiere la comunidad.<\/p>\n

Paso 3. Diagn\u00f3stico Comunal Participativo<\/strong>
Es un an\u00e1lisis detallado de la situaci\u00f3n actual de la comunidad, c\u00f3mo vive, cu\u00e1ntas personas la integran, qu\u00e9 actividades realizan, qu\u00e9 recursos naturales y humanos posee, qu\u00e9 organizaciones existen, el funcionamiento de escuelas, puestos de salud, etc. Algunas comunidades lo desarrollan dibujando a su comunidad.<\/p>\n

Paso 4. Identificaci\u00f3n y Priorizaci\u00f3n de Problemas<\/strong>
Se identifican los problemas, necesidades y debilidades de la comunidad, y se las ordena por sectores de trabajo como ser Educaci\u00f3n, Salud, Agricultura, Servicios B\u00e1sicos, Turismo, Artesan\u00edas, y otros.
Una forma de organizar los problemas es a trav\u00e9s de la t\u00e9cnica del \u201c\u00c1rbol de Problemas\u201d que tiene en el tronco el problema principal que se quiere resolver, en las ra\u00edces las causas de ese problema, y en las ramas y hojas las consecuencias.
Identificados los problemas, se PRIORIZA cu\u00e1les son los m\u00e1s urgentes, es decir que la comunidad decide qu\u00e9 problemas quiere solucionar primero y cu\u00e1les despu\u00e9s.<\/p>\n

Paso 5. Planeamiento de soluciones<\/strong>
Se piensan y debaten posibles soluciones para cada problema y sus causas, y se analiza su viabilidad, es decir cu\u00e1les son posibles de llevar a cabo, y m\u00e1s convenientes para la comunidad.<\/p>\n

As\u00ed, en el Plan de Vida quedan expl\u00edcitas una serie de demandas con respecto a educaci\u00f3n, salud, infraestructura, etc.
El ejemplo del agua es sencillo, pero existen otras cosas que son m\u00e1s complejas de planificar. Por ejemplo, el Ordenamiento Territorial, que adem\u00e1s del ejercicio de ordenar el espacio o realizar planes de manejo del bosque, tambi\u00e9n busca proteger los territorios ante las diversas y posibles amenazas [link a seccion amenazas].
El ordenamiento territorial es fundamental para construir Autonom\u00eda, y define las relaciones entre miembros la comunidad (por ejemplo para el aprovechamiento del bosque) con actores externos, especialmente con respecto al manejo de los recursos colectivos.
El Gobierno y los mecanismos de aplicaci\u00f3n de Justicia son tambi\u00e9n temas centrales, como las estructuras de gobierno, y las formas de control social [link control social y justicia propia].<\/p>\n

Paso 7. Formulaci\u00f3n de Proyectos<\/strong>
Para cada necesidad o problema identificado, se formular\u00e1 un proyecto.<\/p>\n

Se realiza un Inventario de Instituciones locales, nacionales e internacionales que pueden financiar los proyectos, y el tipo de ayuda que pueden ofrecer.<\/p>\n

Paso 10. Evaluaci\u00f3n<\/strong>
Se planifica la Evaluaci\u00f3n: la comunidad u organizaci\u00f3n puede nombrar un equipo de control para los proyectos, que eval\u00faen el desarrollo de los mismos, el uso de los recursos financieros, los resultados, dificultades y posibles soluciones. No s\u00f3lo es necesario evaluar cada proyecto, sino el Plan de Vida global, para saber si se adecua al concepto de desarrollo de cada pueblo y su visi\u00f3n de futuro, o si es necesario replantearlo.<\/p>\n

\nEl Plan de Vida puede orientar la acci\u00f3n de una organizaci\u00f3n ind\u00edgena comunitaria o regional. Por ejemplo, el Plan de Vida de la CONFENIAE (Confederaci\u00f3n de Nacionalidades Ind\u00edgenas de la Amazon\u00eda Ecuatoriana) constituye el marco rector del accionar de estos Pueblos, y de los habitantes de la Amazonia Ecuatoriana, y sirve como instrumento b\u00e1sico para generar pol\u00edticas p\u00fablicas, y para garantizar el Buen Vivir [link al buen vivir] . Este Plan de Vida, se basa en un diagn\u00f3stico participativo de la situaci\u00f3n hist\u00f3rica y actual de los Pueblos de la Amazonia Ecuatoriana, y establece 5 ejes estrat\u00e9gicos cuyas metas se muestran en el recuadro.<\/p>\n
