En el acto de gobernar intervienen los gobernantes y los gobernados. El modo en que ambos se relacionan y participan en la toma de decisiones, se conoce como Gobernanza.<\/p>\n

La Gobernanza se define como \u201clas interacciones y acuerdos entre gobernantes y gobernados, para generar oportunidades y solucionar los problemas de los ciudadanos, y para construir las instituciones y normas necesarias para generar esos cambios\u201d.
Es decir que la gobernanza implica que las personas puedan participar en las decisiones que les aseguran una vida digna. Para eso, los ciudadanos necesitan que exista libertad de expresi\u00f3n y asociaci\u00f3n, respeto y fortalecimiento de los derechos humanos; y estar informados sobre lo que los gobernantes deciden y hacen.<\/p>\n

Los gobernantes, por su parte, deben tener capacidad para cumplir sus funciones, y sensibilidad para tomar en cuenta las aspiraciones y necesidades de los ciudadanos.<\/p>\n

En la forma de gobernar son aspectos claves:<\/p>\n
