Uno de los nuevos desaf\u00edos en el establecimiento de Gobiernos Auton\u00f3micos, es la relaci\u00f3n que los Gobiernos Ind\u00edgenas van a establecer con los gobiernos locales y el Estado Central o Nacional, y el grado de autonom\u00eda o dependencia que habr\u00e1 con el Estado. <\/p>\n
En Bolivia, las Autonom\u00edas Ind\u00edgenas Originarias Campesinas (AIOC) tendr\u00edan poder aut\u00f3nomo, sin depender de nivel nacional estatal para establecer sus decisiones y prioridades. Sin embargo, la obtenci\u00f3n de recursos financieros para financiar las autonom\u00edas en educaci\u00f3n, salud, y el saneamiento exigen formas de coparticipaci\u00f3n.<\/p>\n

En Ecuador no est\u00e1 claro cu\u00e1l ser\u00e1 el grado de autonom\u00eda de las Circunscripciones Territoriales Ind\u00edgenas (CTI), puesto que depender\u00e1 de los Estatutos que desarrollen, pero no se sabe lo que ocurrir\u00e1 por ejemplo con CTIs peque\u00f1as. <\/p>\n
A\u00fan permitiendo constitucionalmente la Autonom\u00eda Ind\u00edgena, los Estados Centrales conservan competencias que les son exclusivas, como la seguridad externa, la pol\u00edtica fiscal, el manejo de la Macroeconom\u00eda y los sectores estrat\u00e9gicos (Miner\u00eda, Petr\u00f3leo, Energ\u00eda El\u00e9ctrica, Industria, Sector Agroalimentario), incluyendo la propiedad de los recursos naturales del subsuelo.<\/p>\n
