Protegida era completamente nueva. Ind\u00edgenas y conservacionistas ve\u00edan la figura compartida con cierta desconfianza, mientras continuaba el avance de la carretera y el ingreso de colonizadores y madereros. Ante esto, la ONG Veterinarios Sin Fronteras (VSF) inici\u00f3 la realizaci\u00f3n de diagn\u00f3sticos y consultas locales, que derivaron en la propuesta de un Plan Operativo 1995-1996. Dadas las limitaciones del Estado, VSF asumi\u00f3 la administraci\u00f3n de la Reserva en el marco de un Convenio de Administraci\u00f3n Compartida. Posteriormente, se fueron integrando los gobiernos municipales con jurisdicci\u00f3n en la Reserva hasta llegar a los 14 miembros. El comit\u00e9 ten\u00eda las funciones de definir las pol\u00edticas de manejo del \u00e1rea; elaborar, ejecutar y evaluar el Plan de Manejo, y todos los programas, subprogramas, proyectos y actividades a desarrollarse. No obstante, las Organizaciones Ind\u00edgenas Locales reclaman la exclusividad en el manejo y administraci\u00f3n de sus territorios solapados por el Parque. <\/p>\n Los territorios Mayagna, Miskitu y la Reserva de bi\u00f3sfera Bosaw\u00e1s en Nicaragua. <\/strong> Desde su creaci\u00f3n en 1991, la Reserva Bosaw\u00e1s, administrada por el ministerio de Ambiente y Recursos Naturales de Nicaragua, se superpone con los territorios ancestrales de los Mayagna y Miskitu. Actualmente los Mayagna cuentan con los t\u00edtulos de su territorio y han conformado su Gobierno Territorial desde donde trabajan para que el Gobierno Central les transfiera la administraci\u00f3n de la reserva. El nacimiento de un modelo de Gesti\u00f3n Compartida<\/strong><\/p>\n
La Reserva de la Biosfera Pil\u00f3n Lajas, se ubica entre los departamentos de La Paz y Beni, donde finaliza la Cordillera de los Andes y comienzan las llanuras amaz\u00f3nicas. Esta \u00e1rea protegida se superpone con territorios ancestrales de los Pueblos Ind\u00edgenas T\u2019simane y Mosetenes. Tiene una superficie de 396.264 has, equivalente a menos del 1% de la superficie nacional, y se considera una de las regiones de mayor diversidad biol\u00f3gica en Bolivia y el mundo.
Un antecedente importante es que Pil\u00f3n Lajas fue establecido como Parque Nacional en 1975, pero a finales de esa d\u00e9cada se inicio la construcci\u00f3n de una carretera lindera al Parque que permiti\u00f3 el ingreso de colonizadores y empresas madereras que fueron desplazando a los ind\u00edgenas.
En 1990, los ind\u00edgenas realizaron la \u201cMarcha por el Territorio y la Dignidad\u201d, y en 1991 organizaron el \u00abPrimer Encuentro de Comunidades Ind\u00edgenas T\u00b4simanes de la Zona de Colonizaci\u00f3n Yucumo, Rurrenabaque\u201d en el que 14 comunidades ind\u00edgenas demandaron que la regi\u00f3n entre el r\u00edo Colorado, el Quiquibey y el Beni sea declarado Parque Nacional y Territorio Ind\u00edgena. En respuesta a esa demanda, en 1992 se crea por decreto la \u201cReserva de la Biosfera y Territorio Ind\u00edgena Pil\u00f3n Lajas\u201d (RB-TCO).<\/p>\n
El 100 % del territorio ancestral de los Pueblos Ind\u00edgenas T\u2019simane y Moset\u00e9n est\u00e1 solapado por la Reserva. Inicialmente, ambos coincid\u00edan completamente en l\u00edmites y superficie. Pero durante el proceso de saneamiento territorial realizado entre el 2002 y 2007, el Estado reconoci\u00f3 parte de los territorios ind\u00edgenas a colonizadores. Como resultado, en el 2008 se emiti\u00f3 un t\u00edtulo territorial a favor del Consejo Regional T\u2019simane Mosetenes (CRTM), por una superficie de 346.126 has, quedando su territorio reducido en comparaci\u00f3n a las 396.264 has originales que, sin embargo, siguen formando parte del \u00c1rea Protegida. Actualmente, el Territorio Ind\u00edgena Originario Campesino (TIOC) representa 85% del \u00e1rea de Reserva.<\/p>\n
El Sistema Nacional de \u00c1reas Protegidas (SNAP) de Bolivia reconoce la existencia de comunidades ind\u00edgenas en las \u00c1reas Protegidas, y sus derechos territoriales, sobre los recursos naturales y a la participaci\u00f3n en la gesti\u00f3n (Ley del Medio Ambiente N\u00ba 1333\/1992). En el caso de Pil\u00f3n Lajas, esta participaci\u00f3n pas\u00f3 por diferentes etapas:<\/p>\n
En 1996 se conform\u00f3 un Comit\u00e9 de Gesti\u00f3n, conformado por:
\u2022 representantes ind\u00edgenas (Gran Concejo T\u2019sim\u00e1n (GCT), Consejo Regional T\u2019simane Mosetenes (CRTM)
\u2022 representantes del sector colonizador (Federaci\u00f3n Especial de Colonizadores de Yucumo y Federaci\u00f3n Especial de Colonizadores Agropecuarios de Rurrenabaque)
\u2022 representantes del gobierno (Direcci\u00f3n Nacional de Conservaci\u00f3n de la Biodiversidad y Subsecretar\u00eda de Asuntos \u00c9tnicos)
\u2022 Coordinador del Proyecto Pil\u00f3n Lajas
\u2022 Coordinador de VSF<\/p>\n
Este Comit\u00e9 tuvo un papel fundamental en la expulsi\u00f3n legal de empresas madereras, la mayor\u00eda de las cuales salieron del \u00e1rea. Pero en 1998 surgieron conflictos por la controvertida participaci\u00f3n de los colonizadores en el comit\u00e9. Como resultado, VSF se retir\u00f3 de la administraci\u00f3n de la Reserva.<\/p>\n
En 2002 se reconstituy\u00f3 el Comit\u00e9 de Gesti\u00f3n conformado por:
\u2022 1 representante del CRTM y 1 representante del GCT
\u2022 3 representantes de comunidades ind\u00edgenas de los r\u00edos Quiquibey y Beni
\u2022 3 representantes de comunidades ind\u00edgenas de la carretera
\u2022 1 representante de la Prefectura de La Paz y 1 representante de la Prefectura del Beni
\u2022 1 representante de cada municipio (Rurrenabaque, San Borja, Apolo y Palos Blancos)
\u2022 1 representante del SERNAP<\/p>\n
No s\u00f3lo se compart\u00edan las decisiones sino que tambi\u00e9n se las ejecutaban de manera conjunta, y se elabor\u00f3 el \u201cPlan de Manejo y Plan de Vida de Pil\u00f3n Lajas\u201d (ver recuadro).
La figura de GTRC funcion\u00f3 de facto en Pil\u00f3n Lajas entre 2006 y 2009 a pesar de no existir un marco normativo para la gesti\u00f3n compartida, situaci\u00f3n que persiste hasta hoy.<\/p>\n
Es el primer instrumento de planificaci\u00f3n estrat\u00e9gico que contempla los intereses de un \u00c1rea Protegida y un Territorio Ind\u00edgena, en un solo documento. Sin embargo, los ind\u00edgenas se\u00f1alan cierto sesgo hacia los objetivos de conservaci\u00f3n.<\/p>\n
\u201c\u2026 el 2008 nosotros como organizaci\u00f3n empezamos a discutir con la Reserva para que se haga s\u00f3lo un instrumento de gesti\u00f3n porque no se pod\u00eda trabajar de manera separada estando en el mismo espacio territorial. Entonces al fin nos entendieron, el Plan Estrat\u00e9gico tuvo que fusionarse con el Plan de Manejo y felizmente ha salido un documento bastante excelente donde justamente est\u00e1 fusionado lo que es la parte social de las comunidades y lo que es el tema de conservaci\u00f3n.
Lo que pasa todav\u00eda hay que ajustar e implementar todo el tema social de manera mucho m\u00e1s fuerte \u2026 si bien hay todo el tema ambiental, turismo, fortalecimiento a la organizaci\u00f3n, el tema de cogesti\u00f3n, pero no se habla de c\u00f3mo se quiere la educaci\u00f3n de los ni\u00f1os de las comunidades, el tema de salud c\u00f3mo se lo va implementar. Falta todas esas cosas, inclusive el tema de saberes que el pueblo mismo de los T\u2019simanes tiene.
Entonces todas esas cosas hay que ponerlas ah\u00ed para que las comunidades puedan aprovechar este instrumento de gesti\u00f3n de mucho mejor manera.\u201d<\/p>\n
La experiencia de la RB-TIOC Pil\u00f3n Lajas ha impulsado los enfoques de participaci\u00f3n de la SERNAP en los \u00faltimos a\u00f1os. La Cogesti\u00f3n, es uno de los niveles m\u00e1s altos de participaci\u00f3n social, y para consolidarlo es importante avanzar en la normatizaci\u00f3n y consolidaci\u00f3n del modelo, priorizando la participaci\u00f3n de los Pueblos Ind\u00edgenas en la toma de decisiones.
A\u00fan quedan dudas acerca de la forma de participaci\u00f3n, o no, que podr\u00edan tener colonos y madereros, cuyos derechos fueron ratificados durante el saneamiento, quedando excluidos de la TIOC pero no del \u00c1rea Protegida.<\/p>\n
