Introducci\u00f3n<\/strong>
\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0La titulaci\u00f3n de los territorios crea un nuevo escenario para los Pueblos Ind\u00edgenas: gobernar y administrar estos territorios se ha convertido en un enorme reto para estos Pueblos, en la medida en que son por lo general, \u00e1reas extensas, a veces de 50 mil, 100 mil y a veces incluso mucho mayores (como el caso de Monte Verde en Bolivia, que tiene casi un mill\u00f3n de hect\u00e1reas o el Gran Resguardo del Vaup\u00e9s o el Predio Putumayo, en Colombia, que tienen 4 y 6 millones respectivamente).<\/p>\n

Un reto que es a\u00fan mayor si sabemos que son territorios de una gran riqueza, por los minerales e hidrocarburos que encierran bajo el suelo, y por la madera y la rica diversidad biol\u00f3gica de sus bosques.<\/p>\n

\nAnte tantos intereses econ\u00f3micos sobre los recursos del territorio, una de las mejores estrategias de defensa debe ser su ocupaci\u00f3n f\u00edsica y econ\u00f3mica. Esta debe ser una decisi\u00f3n pro-activa de las organizaciones ind\u00edgenas, una dimensi\u00f3n de la gesti\u00f3n ind\u00edgena del territorio, teniendo como horizonte los sue\u00f1os y necesidades de los propios pueblos, pero tambi\u00e9n el hecho de saber de d\u00f3nde venimos, qui\u00e9nes somos y qui\u00e9nes queremos ser.<\/p>\n

Las comunidades ind\u00edgenas y el v\u00ednculo con el mercado<\/strong><\/p>\n

Aunque la mayor\u00eda de las comunidades ind\u00edgenas ha vivido de la caza, la pesca y la recolecci\u00f3n, con sus peque\u00f1as chacras y acaso algunos animales, la necesidad de contar con dinero, aunque s\u00f3lo sea para comprar los cuadernos y l\u00e1pices de sus hijos, las pilas para sus radios, el pasaje en bus a la ciudad o az\u00facar, aceite y otros comestibles, hace que tengan que vender parte de sus productos, salir a trabajar por un jornal, o conseguir plata de alg\u00fan lado.<\/p>\n

Ese v\u00ednculo con el mercado va creciendo d\u00eda a d\u00eda. Y aunque seguramente trae varios beneficios, tambi\u00e9n podemos observar el impacto que va teniendo en las comunidades: algunas familias dejan de hacer chacra, o de ir al monte a cazar; las diferencias econ\u00f3micas entre familias son cada vez mayores y afectan la organizaci\u00f3n; las costumbres y saberes se van perdiendo, a veces r\u00e1pidamente. Algunos culpan a los medios de comunicaci\u00f3n y al sistema educativo, que si bien son importantes por muchas razones, tambi\u00e9n van creando en las comunidades nuevas necesidades que s\u00f3lo el dinero parece poder resolver. No por nada, algunos j\u00f3venes migran a la ciudad, pensando que all\u00ed van a poder tener una vida mejor, s\u00f3lo para darse cuenta al cabo de algunos meses o a\u00f1os que en su comunidad viv\u00edan mejor.<\/p>\n

La titulaci\u00f3n de los territorios, entonces, y la creciente amenaza por parte de colonos y empresas de todo tipo, obliga a las organizaciones a pensar que una de las estrategias de defensa del territorio debe ser la ocupaci\u00f3n del territorio. La ocupaci\u00f3n f\u00edsica, pero tambi\u00e9n la \u201cocupaci\u00f3n econ\u00f3mica\u201d del territorio, o en otras palabras contar con un proyecto econ\u00f3mico propio para el Territorio, sin perder de vista los principios del Buen Vivir o Sumac Kausay.<\/p>\n

El proyecto econ\u00f3mico para el territorio<\/strong><\/p>\n

La mayor\u00eda de las organizaciones son conscientes de que lo primero es fortalecer la econom\u00eda familiar y la seguridad alimentaria, lo que significa una econom\u00eda de la diversidad, para reci\u00e9n despu\u00e9s pensar en el mercado. Dicho esto surgen las siguientes preguntas:<\/p>\n

\u00bfCu\u00e1n articulado al mercado debe ser ese Proyecto Econ\u00f3mico Territorial, sabiendo que tenemos una importante riqueza en biodiversidad, en recursos naturales, y que si no los aprovechamos nosotros, otros lo har\u00e1n en beneficio propio?<\/em><\/strong><\/p>\n

\u00bfPodemos controlar la forma en que nos articulamos al mercado?<\/em><\/strong>
\u00bfPodemos hacerlo en forma ordenada, pausada, lenta, reflexionando cada paso que vamos a dar o irremediablemente el mercado nos ir\u00e1 invadiendo, debilitando nuestras organizaciones?<\/em><\/strong><\/p>\n

\u00bfEn qu\u00e9 condiciones conviene vincularse al mercado, cu\u00e1l es la mejor forma de hacerlo?<\/em><\/strong>
\u00bfC\u00f3mo lograr que el mercado no afecte la econom\u00eda de autoconsumo familiar y comunal?.<\/em><\/strong><\/p>\n

Tanto para valorar proyectos que surgen de las propias comunidades, como proyectos que vienen desde afuera, ser\u00e1 muy importante tener en cuenta algunos criterios…<\/p>\n

Algunos criterios que podemos tomar en cuenta para valorar los proyectos<\/h3>\n

  • Si contribuyen al ejercicio de los derechos colectivos.<\/li>\n
  • Si contribuye a asegurar la integridad del territorio.<\/li>\n
  • Si el Proyecto Econ\u00f3mico Territorial contribuye o no a consolidar los procesos de gobernanza y de gobernanza auton\u00f3mica<\/li>\n
  • En qu\u00e9 medida se toman en cuenta las formas tradicionales, consuetudinarias de organizaci\u00f3n social y de convivencia con la naturaleza.<\/li>\n
  • Si contribuye a mejorar las condiciones materiales de vida (salud, educaci\u00f3n, agua, saneamiento, energ\u00eda el\u00e9ctrica, etc.)<\/li>\n
  • Si contribuye a la equidad social, econ\u00f3mica, y a la equidad de g\u00e9nero.<\/li>\n<\/ul>\n
