Uno de los mecanismos creados para la mitigaci\u00f3n del Cambio Clim\u00e1tico, es la de Reducci\u00f3n de emisiones por la deforestaci\u00f3n y degradaci\u00f3n de bosques, conocida por sus siglas como REDD+.<\/p>\n

Construyendo REDD+ Ind\u00edgena.<\/p>\n Pero adem\u00e1s, la inclusi\u00f3n de los bosques en el Mercado de Carbono, podr\u00eda llevar a un incremento de los precios de la soya, el ganado o la madera, por encima del valor de los cr\u00e9ditos de carbono. Esto, otra vez significar\u00eda que los bosques \u201cvalgan m\u00e1s \u2018muertos\u2019 que \u2018vivos\u2019\u201d. Los riesgos de REDD+ para los Pueblos Ind\u00edgenas podr\u00edan ser:<\/strong> Los Pueblos Ind\u00edgenas saben que la mejor manera de mitigar el cambio clim\u00e1tico es cambiar el modelo de producci\u00f3n y los patrones de consumo que predominan en los pa\u00edses del Norte. Es un incentivo econ\u00f3mico que los pa\u00edses industrializados estar\u00edan dispuestos a dar a los pa\u00edses del Sur a cambio de que estos preserven sus bosques, disminuyendo las actuales tasas de deforestaci\u00f3n. La idea es que una empresa contaminadora de la atm\u00f3sfera en un pa\u00eds industrializado podr\u00e1 \u201ccompensar\u201d por las emisiones de CO2 (que contribuyen al calentamiento global), pagando a una empresa, parque nacional o comunidad ind\u00edgena o campesina para que cuide del bosque. Esta \u00faltima debe para ello demostrar que mediante una reducci\u00f3n de la deforestaci\u00f3n, logra que el carbono capturado en sus bosques no sea \u2018liberado\u2019 a la atm\u00f3sfera, y por el contrario la regeneraci\u00f3n del bosque logre capturar el carbono que producen las empresas en los pa\u00edses ricos.REDD+ transforma entonces la capacidad de almacenamiento de carbono de los bosques en bienes comerciales, lo que permitir\u00eda, a quienes contaminan, comprarlos para cumplir con sus obligaciones de reducir sus emisiones de gases de efecto invernadero (para saber m\u00e1s lee nuestro art\u00edculo sobre Cambio Clim\u00e1tico). De esa forma se genera un mercado de carbono forestal, en el que se podr\u00e1n comprar \u201cCr\u00e9ditos de carbono almacenado en los bosques del Sur\u201d. Es decir que el pa\u00eds o empresa que los compra, podr\u00eda luego venderlos.<\/p>\n
Los pueblos ind\u00edgenas temen que al utilizar sus bosques para el comercio de carbono, se limite su derecho a utilizar el bosque para aprovechar sus recursos naturales, y para sus prop\u00f3sitos culturales y ceremoniales. Pero tambi\u00e9n algunos comienzan a ver una oportunidad para financiar su autonom\u00eda conservando sus bosques. Veamos argumentos a favor y en contra de REDD+:<\/p>\n
Actualmente los bosques son destruidos porque tienen mayor valor comercial muertos que vivos. REDD+ podr\u00eda proporcionar dinero para revertir esa situaci\u00f3n. Si REDD+ se implementa reconociendo y respetando los Derechos Colectivos de los Pueblos Ind\u00edgenas, las oportunidades podr\u00edan ser:<\/p>\n\n
La propuesta del Mercado de Carbono no aborda las verdaderas causas de la contaminaci\u00f3n y el cambio clim\u00e1tico. A trav\u00e9s de REDD+, las empresas y pa\u00edses contaminadores del Norte tendr\u00edan la posibilidad de comprar su escapatoria para seguir contaminando, en lugar de hacer los cambios necesarios en sus industrias y formas de vida, que reduzcan la contaminaci\u00f3n.
REDD+ tampoco aborda las verdaderas causas de la deforestaci\u00f3n: la demanda de madera, soya y ganado, y las pol\u00edticas econ\u00f3micas que incentivan esta demanda.
Definir los bosques como un bien comercial no es compatible con la visi\u00f3n que los ind\u00edgenas tienen de los bosques , para quienes son sus territorios y fuente de vida econ\u00f3mica, cultural y espiritual.<\/p>\n
La mayor\u00eda de los Pueblos Ind\u00edgenas argumentan que REDD+ menoscaba sus derechos a la tierra, territorios y recursos naturales; a la libre determinaci\u00f3n y a la Consulta y al Consentimiento Libre, Previo e Informado. Ser exclu\u00eddos en la toma de decisiones en un modelo de gesti\u00f3n de los bosques \u201cdesde arriba hacia abajo\u201d, en el que los ind\u00edgenas tendr\u00edan escasa participaci\u00f3n.
Incremento del control del Estado y de los \u201cexpertos\u201d sobre el manejo del bosque.
Especulaci\u00f3n y conflictos por la tierra, ya que los gobiernos, ONGs y empresas podr\u00edan competir por el dinero obtenido de los \u201ccr\u00e9ditos de carbono\u201d. Esto podr\u00eda estimular la usurpaci\u00f3n de tierras y el desplazamiento de pueblos ind\u00edgenas de sus territorios ancestrales.
Restricci\u00f3n en el acceso de las Comunidades Ind\u00edgenas a los bosques, por ejemplo a trav\u00e9s de la militarizaci\u00f3n de los bosques en nombre de su protecci\u00f3n , o de la criminalizaci\u00f3n de las pr\u00e1cticas tradicionales de los ind\u00edgenas en sus bosques.<\/p>\n\n
