En los \u00faltimos a\u00f1os los los Pueblos Ind\u00edgenas vienen realizando encuentros de reflexi\u00f3n y debate, generando recomendaciones para que REDD+ se adecue a su realidad, a sus necesidades.
Este proceso en el seno de las organizaciones ind\u00edgenas ha sido muy enriquecedor y ha sido una contribuci\u00f3n muy importante en darle forma a este mecanismo internacional. Pero tambi\u00e9n es justo reconocer que ha sido muy controversial, y las organizaciones ind\u00edgenas tienen diversas posiciones ante REDD+.<\/p>\n

No pudiendo abarcarlas a todas, presentaremos aqu\u00ed las correspondientes a las siguientes organizaciones:

a) La posici\u00f3n de COICA: Mandato de Manaus<\/strong>
En Agosto de 2011, se realiz\u00f3 en Brasil la primera Cumbre Regional Amaz\u00f3nica, en la que participaron los pueblos ind\u00edgenas amaz\u00f3nicos y las organizaciones nacionales de nueve pa\u00edses: Bolivia (CIDOB), Brasil (COIAB), Ecuador (CONFENIAE), Colombia (OPIAC), Guyana (APA), Guyana Francesa (FOAG), Per\u00fa (AIDESEP), Venezuela (ORPIA) y Surinam (OIS).
En su declaraci\u00f3n final, conocida como Mandato de Manaus, las organizaciones ind\u00edgenas se proponen:
Otorgar prioridad a la reducci\u00f3n en la emisi\u00f3n de Gases de Efecto Invernadero (GEI) por parte de los pa\u00edses industrializados.
Fortalecer \u201cREDD+ Ind\u00edgena\u201d como una adecuaci\u00f3n de REDD+ a las cosmovisiones y derechos colectivos de los pueblos ind\u00edgenas.
Asegurar como condiciones previas irrestrictas para el mecanismo de REDD+ la titulaci\u00f3n de los territorios ind\u00edgenas , y los cambios legislativos necesarios para que se respete su Derecho de Consulta Previa y Consentimiento Libre, Vinculante, Previo e Informado; y sus derechos a los recursos naturales.
Establecer una Corte Ambiental Internacional, independiente de los poderes globales, y con espacios de participaci\u00f3n ind\u00edgena.<\/p>\n

b) La posici\u00f3n de CICA: Foro Ind\u00edgena Latinoamericano sobre Cambio clim\u00e1tico<\/strong>
En Marzo de 2010, CICA particip\u00f3 del Foro Ind\u00edgena Latinoamericano sobre Cambio Clim\u00e1tico, realizado en Costa Rica junto a COICA, el Consejo Ind\u00edgena Mesoamericano (CIMA), la Alianza Mundial de los Pueblos Ind\u00edgenas y Tribales de los Bosques Tropicales, y otras redes ind\u00edgenas. En esa instancia, expresaron que la mayor\u00eda de los sitios propuestos para participar en el mecanismo de REDD+, se localizan en territorios ind\u00edgenas, por lo que amenazan sus derechos en la medida en que en nombre de REDD+ los Gobiernos promuevan la construcci\u00f3n de represas, los agrocombustibles, las exploraciones petrol\u00edferas, las plantaciones forestales, y los monocultivos, expropiando sus territorios y criminalizando a quienes los defienden.

c) La posici\u00f3n de organizaciones ind\u00edgenas de Ecuador<\/strong>
En Ecuador, en el 2009, la Confederaci\u00f3n de Nacionalidades Ind\u00edgenas del Ecuador (CONAIE) realiz\u00f3 su Primer Congreso de Mujeres, entre cuyas resoluciones finales se menciona:<\/p>\n

\u201cRechazamos las propuestas de venta de carbono de los bosques amaz\u00f3nicos.
Exigimos al gobierno ecuatoriano que en lugar de estas pol\u00edticas
promueva las condiciones para un desarrollo de nuestros pueblos y nacionalidades
respetando nuestras necesidades y cultura.\u201d<\/p>\n

En el a\u00f1o 2010, el entonces Presidente de la CONAIE, expres\u00f3 en contra del mecanismo REDD:<\/p>\n

\u201cREDD no es una soluci\u00f3n al cambio clim\u00e1tico. <\/em>
Para nosotros los pueblos originarios es un negocio de las multilaterales y viola derechos ind\u00edgenas. <\/em>
Por lo tanto en todos los pa\u00edses y pueblos del mundo REDD no puede implementarse. <\/em>
Estas falsas soluciones permiten a los pa\u00edses desarrollados seguir contaminando <\/em>
y no cumplir con sus obligaciones con el mundo por su contaminaci\u00f3n hist\u00f3rica.<\/em>\u201d<\/p>\n

Ese mismo a\u00f1o, la Confederaci\u00f3n Kichwa ECUARUNARI, visualiz\u00f3 REDD+ como un proyecto colonial, en el que los pa\u00edses del Norte pretenden incorporar los bosques a los mercados financieros usurpando los derechos de las comunidades ind\u00edgenas a la tierra y territorio. Por lo tanto, decidieron:<\/p>\n

\u201cRechazar los proyectos REDD que buscan mercantilizar nuestros territorios y la Naturaleza <\/em>
a trav\u00e9s de la creaci\u00f3n y venta de servicios ambientales, as\u00ed como los proyectos de forestaci\u00f3n y reforestaci\u00f3n, y otros monocultivos para sumideros de carbono, en nuestras tierras y territorios, pues esto nos impide conservar nuestros ecosistemas y producir alimentos.<\/em>\u201d<\/p>\n

d) La posici\u00f3n de la CIDOB en Bolivia<\/strong>
En Bolivia la Confederaci\u00f3n de Pueblos Ind\u00edgenas de Bolivia (CIDOB) acepta el mecanismo REDD+ pero desde la visi\u00f3n ind\u00edgena y con participaci\u00f3n de sus organizaciones ind\u00edgenas. En el 2011, la CIDOB realiz\u00f3 una Asamblea sobre Cambio Clim\u00e1tico en la ciudad de Trinidad, en la que resolvi\u00f3 que:<\/p>\n

\u201cLa CIDOB conjuntamente con sus organizaciones regionales y bases, <\/em>
nos ratificamos en implementar el Programa de REDD+ desde la visi\u00f3n y cosmovisi\u00f3n ind\u00edgena. Demandamos ante las Naciones Unidas y dem\u00e1s organismos internacionales <\/em>
la incorporaci\u00f3n de las pol\u00edticas de cambio clim\u00e1tico de la CIDOB <\/em>
por mandato de las organizaciones de bases y regionales.<\/em>\u201d

La pol\u00edtica de la CIDOB con respecto al cambio clim\u00e1tico, ha consistido en capacitar a sus l\u00edderes y miembros; establecer Secretar\u00edas de Cambio Clim\u00e1tico en las organizaciones regionales y de base para desarrollar acciones dirigidas a la mitigaci\u00f3n y adaptaci\u00f3n al cambio clim\u00e1tico; e implementar un Programa Nacional Ind\u00edgena sobre Educaci\u00f3n Ambiental para tierras bajas, enfocado desde los saberes y conocimientos ancestrales.

e) La propuesta de AIDESEP en Per\u00fa: \u201cREDD+ Ind\u00edgena\u201d<\/strong><\/p>\n

Las organizaciones ind\u00edgenas de las tierras bajas del Per\u00fa respaldan la Iniciativa de AIDESEP para construir un \u201cRedd+ Ind\u00edgena\u201d que propone ajustar el mecanismo de REDD+ desarrollado por el Banco Mundial, para adecuarlo a los Derechos Ind\u00edgenas. As\u00ed, las Organizaciones Ind\u00edgenas podr\u00edan proponer alternativas, incorporar sus perspectivas culturales y asegurar el respeto a sus sistemas tradicionales de Manejo de sus Bosques. En esa propuesta, las condiciones previas para el desarrollo de REDD+ Ind\u00edgena ser\u00edan:
* la titulaci\u00f3n de los territorios ind\u00edgenas a\u00fan pendientes,
* el cumplimiento de los procesos de consulta y consentimiento,
* la promoci\u00f3n del Manejo Forestal Comunitario, y la plena garant\u00eda respeto a las pr\u00e1cticas tradicionales de agricultura, incluyendo los cultivos itinerantes o rotativos
* la exclusi\u00f3n de las plantaciones de biocombustibles de los mecanismos de REDD+.<\/p>\n

REDD+ Ind\u00edgena<\/strong> promover\u00e1 acuerdos con Reservas Comunales donde se respete la Autonom\u00eda Ind\u00edgena y la coordinaci\u00f3n con organizaciones ind\u00edgenas; y los acuerdos con \u00c1reas Protegidas que respeten los derechos de posesi\u00f3n y uso de los recursos naturales por los Pueblos Ind\u00edgenas.
REDD+ Ind\u00edgena<\/strong> busca priorizar a las comunidades, y evitar que los beneficios de REDD+ se dirijan a concesiones madereras, \u00e1reas protegidas (Estado) y parcelas privadas.

f) La posici\u00f3n de las organizaciones ind\u00edgenas en Panam\u00e1<\/strong>
En el 2009, la Coordinadora Nacional de Pueblos Ind\u00edgenas de Panam\u00e1 (COONAPIP) conform\u00f3 un equipo t\u00e9cnico que trabaj\u00f3 conjuntamente con representantes de Naciones Unidas, para elaborar el Marco de Referencia sobre la participaci\u00f3n de los Pueblos Ind\u00edgenas de Panam\u00e1 en el contexto de la propuesta de REDD+.
El equipo t\u00e9cnico de la COONAPIP realiz\u00f3 talleres de consulta con las autoridades tradicionales. Como resultado, establecieron los siguientes principios para la ejecuci\u00f3n de REDD+:
* La participaci\u00f3n de la COONAPIP como Mesa Nacional Ind\u00edgena para la coordinaci\u00f3n de actividades de REDD+ en \u00e1reas ind\u00edgenas
* El aval de los Pueblos Ind\u00edgenas como requisito para las actividades forestales
* La ejecuci\u00f3n de REDD+ en base a los principios del buen vivir y la distribuci\u00f3n equitativa de los beneficios.
* El reconocimiento legal de la propiedad colectiva de los Pueblos Ind\u00edgenas sobre los bosques que se encuentran en sus comarcas y Territorios.
* La protecci\u00f3n de sus plantas medicinales y de la soberan\u00eda alimentaria.
* El reconocimiento de los Instrumentos metodol\u00f3gicos de Balu Wala para el proceso de consulta a los Pueblos Ind\u00edgenas.<\/p>\n

En conclusi\u00f3n, podemos observar que las posturas ante REDD+ son variadas, pero siempre con la principal preocupaci\u00f3n de que los Bosques no queden fuera de las manos de los Pueblos Ind\u00edgenas, quienes los han protegido por milenios.<\/strong><\/p>\n
