La defensa de los territorios ind\u00edgenas es constante, puesto que no existe territorio que no est\u00e9 bajo presiones o amenazas resultantes de la situaci\u00f3n pol\u00edtico econ\u00f3mica global, en la que muchos actores econ\u00f3micos miran con avidez los recursos del suelo y del subsuelo, e intentan tomar ventaja de las dificultades que tienen las comunidades para impedir que ingresen a sus territorios y se apropien de estos recursos.
Hist\u00f3ricamente, los pueblos ind\u00edgenas han usado todas las estrategias posibles para conseguir el reconocimiento de sus tierras ancestrales y la titulaci\u00f3n de sus territorios. Esas estrategias incluyen la reivindicaci\u00f3n legal lograda por los movimientos ind\u00edgenas contempor\u00e1neos, y en muchos casos, el uso de la fuerza para defenderlas o recuperarlas.<\/p>\n
a) Los Movimientos Ind\u00edgenas<\/strong><\/p>\n En los \u00faltimos cuarenta a\u00f1os surgieron nuevas organizaciones, jur\u00eddicamente conformadas como asociaciones civiles, y llamadas a veces federaciones, otras consejos, congresos y asociaciones, que agrupan a las comunidades por cuencas, o por pueblos ind\u00edgenas, con el objetivo de reivindicar y defender derechos colectivos. En Noviembre de 2006, en la Quinta Marcha Nacional Ind\u00edgena Campesina por la Reconducci\u00f3n Comunitaria, ind\u00edgenas del Beni, Pando, Guarayo y la Regi\u00f3n Occidental de ese pa\u00eds recorrieron 900 km, desde Santa Cruz hasta La Paz, para exigir su derecho al territorio y a los recursos naturales. En muchas ocasiones, los t\u00edtulos de propiedad de los territorios est\u00e1n incompletos, con l\u00edmites indefinidos, o contienen restricciones que pueden ponerlos en riesgo ante otros actores que reclamen la propiedad a nivel judicial. Ante esto, la cartograf\u00eda social aparece como una herramienta para la construcci\u00f3n local y colectiva de mapas espaciales, mapas de recursos naturales y otros (mapa administrativo e infraestructural, mapa econ\u00f3mico, mapa ecol\u00f3gico, mapa de red de relaciones, y mapa de conflictos). La elaboraci\u00f3n es participativa, y promueve la comunicaci\u00f3n entre participantes y la puesta en com\u00fan de diferentes saberes, por medio de recorridos, talleres y grupos de discusi\u00f3n, para llegar a una imagen colectiva del territorio. Se pueden elaborar mapas del pasado (para rescatar la memoria colectiva y reconocer el territorio), del presente (para conocer la situaci\u00f3n actual) y del futuro (para interpretar opciones de desarrollo y producir transformaciones).<\/p>\n
Para impedir la presencia de agentes externos, militares y empresarios, al interior de sus territorios, algunas veces los ind\u00edgenas recurren a estrategias de defensa que implican enfrentamientos violentos y muertes de ind\u00edgenas, colonos, trabajadores de empresas y polic\u00edas. Los pueblos en aislamiento voluntario tambi\u00e9n, a veces, recurren a esta estrategia como la \u00fanica forma de defender sus territorios y su decisi\u00f3n de mantenerse sin contacto con el mundo blanco.<\/p>\n
Cuando sus derechos se ven vulnerados, los pueblos ind\u00edgenas tienen la opci\u00f3n de realizar presentaciones judiciales ante los \u00f3rganos jur\u00eddicos locales y nacionales. En muchas ocasiones, esos \u00f3rganos no resuelven los problemas, o no respetan los tratados internacionales de derechos ind\u00edgenas. Entonces, recurren a la Comisi\u00f3n Interamericana de Derechos Humanos, que analiza los mismos y los pone a consideraci\u00f3n de de la Corte Interamericana de Derechos Humanos. En 1989, y ante la amenaza a los territorios ind\u00edgenas por proyectos de colonizaci\u00f3n, y por empresas mineras, ganaderas, y madereros, la Coordinadora de Organizaciones Ind\u00edgenas de la Cuenca Amaz\u00f3nica (COICA), propuso una alianza con organizaciones conservacionistas. La COICA llam\u00f3 a los ambientalistas a trabajar conjuntamente para la conservaci\u00f3n de la biodiversidad y los territorios ind\u00edgenas, y en Mayo de 1990, auspici\u00f3 una Cumbre entre Pueblos ind\u00edgenas y Ambientalistas, en Iquitos (Per\u00fa). En esa cumbre, pueblos de toda la Amazon\u00eda y de trece organizaciones de conservaci\u00f3n firmaron la Declaraci\u00f3n de Iquitos, en la que destacaron la necesidad de trabajar en conjunto para preservar la Amazon\u00eda5. De estas alianzas, surgieron casos exitosos, en los que los ind\u00edgenas fueron reconocidos como socios en el desarrollo e implementaci\u00f3n de estrategias de conservaci\u00f3n en sus territorios, aguas, mares, costas y recursos naturales, y particularmente en el comanejo en \u00e1reas protegidas superpuestas sobre territorios ind\u00edgenas.<\/strong><\/a><\/p>\n
